3 CNA The NPA relief plan chosen will seek to minimize end users’ confusion while balancing the cost of implementation by all affected parties. If a relief plan requires customers to undergo number changes, the plan shall not require these customers to undergo further number changes until at least 8-10 years later. All efforts should be made to choose a plan that does not favour a particular interest group, i.e., no relief plan should give one Carrier or group of Carriers a competitive advantage over other Carriers or groups of Carriers. 4 CNA The NPA Code Relief Coordinator should facilitate the selection of a consensus NPA relief plan based on input as outlined below. Communications should be established with all affected industry members, the CRTC and the North American Numbering Plan Administrator (NANPA). 5 CNA The NPA Relief Planning process is described in detail in the Canadian NPA Relief Planning Guideline. This process requires participation by affected parties and other interested parties at meetings of the Relief Planning Committee (RPC) for the NPA requiring relief. The major objective of the NPA relief planning process is to ensure an adequate supply of CO Codes is available at all times to the Canadian telecommunications industry (i.e., ensure that NPA Relief occurs in advance of NPA exhaust). 6 CNA Another objective of the NPA Relief Planning process is to develop, in accordance with the Canadian NPA Relief Planning Guideline and its time frames, a consensus recommendation for an NPA relief plan to be submitted for CRTC approval. It is the responsibility of all participants (e.g. Carriers, service providers, manufacturers, equipment suppliers, and users) to implement the approved NPA relief plan. 7 CNA The Relief Options shall cover a period of at least eight years beyond the Projected Exhaust Date, and shall cover more than one relief activity, if necessary, during the time frame. The relief plan shall be a living document and will reflect changes that take place over the time it is being developed (e.g., demand for CO Codes, local competition, wireline and wireless number portability, etc.) during the time it takes to create. The annual and relief planning Numbering Resource Utilization Forecast (NRUF) analyses shall be used as one of the tools in updating the options. NPA Relief Planning Process (cont’d)

8 CNA The recommendation for a Relief Method (e.g., split, overlay, boundary realignment) is made by the Relief Planning Committee (RPC), and shall be specified in the Planning Document, along with boundaries if a split is chosen. The estimated life of the relief shall be included in the Planning Document along with assumptions, projected code assignment rates, etc. NPA Relief Planning Process (cont’d)

9 CNA In the long term, the plan shall result in the most effective use possible of all CO Codes serving a given area. Ideally, in the case of splits, all of the CO Codes in a given area shall exhaust at approximately the same time. In practice this may not be possible, but severe imbalances shall be avoided. 25 CNA Currently, NPA 403/587/780 is expected to exhaust in the year 2017. In this split Relief Option the Southern Region (142 Exchange Areas) retains NPA 587 and remains in NPA 403, and the Northern Region (195 Exchange Areas) remains in NPA 780 and telephone numbers in NPA 587 change to a new NPA. NPA 403/587 contains the rapidly growing Exchange Areas of Calgary, Red Deer, Lethbridge, Medicine Hat and High River, and the 780/New NPA would contain the rapidly growing Exchange Areas of Edmonton, Fort McMurray and Grande Prairie. After the split, the 403/587 NPA and the 780/New NPA would be expected to exhaust in 2025 and 2033 respectively. Customers’ telephone numbers in 323 CO Codes would change. In this Relief Option the Northern Region (195 Exchange Areas) retains NPA 587 and remains in NPA 780, and the Southern Region (142 Exchange Areas) remains in NPA 403 and telephone numbers in NPA 587 change to a new NPA. NPA 780/587 contains the rapidly growing Exchange Areas of Edmonton, Fort McMurray and Grande Prairie while the 403/New NPA would contain the rapidly growing Exchange Areas of Calgary, Red Deer, Lethbridge, Medicine Hat and High River. After the split, the 780/587 NPA and the 403/New NPA would be expected to exhaust in 2033 and 2025 respectively. Customers’ telephone numbers in 324 CO Codes would change. This Relief Option would overlay a new NPA Code over the 36 Exchange Areas of the Calgary and Edmonton LIRs and the remaining 301 Exchange Areas in the Province of Alberta would continue to grow using CO Codes from NPA 587. After this Concentrated Overlay, NPA 403/587/780 and 403/587/780/new NPA would be expected to exhaust in 2022 and 2029 respectively. Customers’ telephone numbers in Alberta would not change. This Relief Option would increase the number of separate Relief Planning areas in Alberta from 1 to 2. Option 3: Concentrated Overlay – Concentrated Overlay of new NPA on Calgary and Edmonton LIRs

After this Concentrated Overlay, NPA 403/587/780 and the 403/587/780/new NPA would be expected to exhaust in 2023 and 2031 respectively. Customers’ telephone numbers in Alberta would not change. This Relief Option would increase the number of separate Relief Planning areas in Alberta from 1 to 2. Option 4: Concentrated Overlay – Concentrated Overlay Of New NPA on Calgary and Edmonton Exchange Areas

This Relief Option would overlay two new NPA Codes, the first new NPA Code over the 195 Exchange Areas of NPA 587/780 of the Northern Region and the second new NPA Code would overlay the remaining 142 Exchange Areas of the NPA 403/587 of the Southern Region. After this Concentrated Overlay, NPA 587/780/new NPA-1(North) and the 403/587/new NPA-2 (South) would be expected to exhaust in 2038 and 2032 respectively. Customers’ telephone numbers in Alberta would not change. This Relief Option would increase the number of separate Relief Planning areas in Alberta from 1 to 2. Option 5: Concentrated Overlay – Concentrated Overlay of two New NPAs - first new NPA overlays NPA 587/780 and second new NPA overlays NPA 403/587

This Relief Option would overlay the new NPA on the NPA 403/587/780 area. After this Distributed Overlay, NPA 403/587/780 and the New NPA would be expected to exhaust in 2028. Customers’ telephone numbers would not change. With this Relief Option, the number of separate Relief Planning areas in Alberta (i.e., 1) would not change.

37 CNA Option 7: Distributed Overlay - Distributed Overlay of two New NPAs on NPA 403/587/780 Currently, NPA 403/587/780 is expected to exhaust in the year 2017. This Relief Option would overlay two new NPAs on the NPA 403/587/780 area. After this Distributed Overlay, NPA 403/587/780 and the first new NPA and the second new NPA would be expected to exhaust in 2028 and 2038 respectively. Customers’ telephone numbers would not change. With this Relief Option, the number of separate Relief Planning areas in Alberta (i.e. 1) would not change.
