The basic ideas of the facility and the new possibilities offered by FAIR have been described in the Conceptual Design Report (CDR). The Data have been reviewed by international committees and were finally laid down in the FAIR Baseline Technical Design Report, FBTR, which was approved by the community as "the project description" for further going on.
