1 Surveillance and Access Control The Process

2 Step 1: Create RFP for Head-End and FOC RFP Submitted – 4 vendors submitted proposals Must have Genetec and Cisco Certifications Ojo Technology was selected as Prime One “throat to choke” for 5 years Ojo will use local subcontractors, when necessary, for wiring, camera installation, etc..

3 Step 2: Create RFP for the Rest of the District Projects Modeled after present construction jobs with a prime and subs Project will proceed in phases with greatest need first Winner of RFP will be responsible for the entire camera system for 5 years

4 Why are we doing this? Present systems are unmanageable. Because they don’t have any one company responsible, cameras stay “down” for weeks. One example: An email….”Today I met with Sal from - West Corporation. Troubleshooted the camera system to find out there were a lot more cameras that were down then expected. We found 9 cameras unresponsive. We walked around and reset all of the camera switch's. And he showed me where they were located at the site. We also found out that TWO Cameras were missing. Cameras #15 & #16. Upon review, we were able to retrieve the footage from the NVR right before they were taken. We can't get a clear shot of the guys face. The incident happened on: August 23, 2013. @ 5:40 am. There are still two cameras down @ the site. Cameras #6 & #18 are unresponsive.“ DeAnza was down for over a month and there are several cameras down at Richmond HS. Pinole Valley also is having issues. There may be others, but we don’t know unless someone complains. This is a liability to the district.

6 AEKO’s Role I have requested that AEKO take over the monitoring of all present surveillance systems until we have replaced them. This solution provides us with one vendor who is responsible for the entire system.

7 Going Forward Learn from past mistakes and create a system which mirrors Bond’s RFP process and vendor selection.
