2 PROPERTY IS A HOSTEL Owner of the accommodation is the Local Authority (with no leasehold to anyone else) Core Support or supervision provided (Possibly via SP contract) Client’s Landlord is the Local Authority Support is provided either by the local authority or by a different agency Local Authority Owned Hostel *

3 Owner of the building including (leaseholders) is a housing authority, a housing association, an English upper- tier county council, a registered charity or a not-for-profit organisation Client’s landlord is a local authority, a housing association, an English upper-tier county council, a registered charity or a not-for-profit organisation PROPERTY IS A REFUGE Building, or part of a building is used wholly or mainly for non-permanent accommodation of persons who have left their homes as a result of domestic violence. No requirement to provide care, support or supervision Refuge * If Owner of building is a Housing Association registered with HCA they will probably be eligible for full rent. Same applies if they are a local authority If they are not registered with HCA or are not a council they may be subject to LHA

4 4 Owner of the building is a housing authority, a housing association, an English upper- tier county council, a registered charity or a not-for-profit organisation. No leasehold exists between them and the support provider Core Support or supervision provided (Possibly via SP contract) Client receives her support from local authority commissioned agency. Client has tenancy agreement with owner of building (although it may be administered by the commissioned agency) An agency other than the owner of the building provides care, support or supervision (possibly SP contract). Agency providing support has no leasehold agreement with owner of building. Probably has a Management or Support Agreement Supported Housing (or Hostel) Where Owner of the Building and Care, Support or Supervision Provider Are Separate agencies. And no leasehold between them exists * If Owner of building is a Housing Association registered with HCA they will probably be eligible for full rent. If they are not registered with HCA they may be subject to LHA

7 7 Pre-1990s Department of Social Security Owned 1990s Housing Association Owned Project which previously received a Resettlement Grant Government previously ran building as a Resettlement Unit In the early 90s the Government handed them over to a provider or closed them down and commissioned a replacement from a provider. The provider (or other providers affected) received a Resettlement Grant

13 PROPERTY IS PRIVATELY OWNED There is no lease to a not-for- profit organisation Clients has a private landlord It does not matter whether care, support or supervision is provided. Even if it has been commissioned Privately Owned Accommodation (including Supported Lodgings Schemes ) *
