1 Independent Health Facilities Changes to IHFP Relocation Policy Presentation to IDCA Presented by: Nora Peterson Diagnostic Services & Planning Branch Date: September 20, 2013

2 2 Highlights Addition of Level III relocation – movement of 5 or more kilometres across catchment zones LHIN to be contacted for input: Instead of hospitals Where Level II or III relocation results in change in LHIN Change in definition of catchment zone from any town of city with a population of 25,000 to 100,000

3 3 New Relocation Policy – Level I Movement of less than 5 kilometres Only change from current policy is LHINs will be contacted instead of hospitals for input when the proposed location is within 1 kilometre of a public hospital Can cross catchment zones

4 4 New Relocation Policy – Level II Movement of 5 kilometres or more within same catchment zone Changes from current policy: LHINs will be contacted for input instead of hospitals when the proposed location is within 1 kilometre of a public hospital LHIN will be contacted if proposed relocation changes LHINs Same as before, where proposed location is within 1 kilometre of another IHF providing some or all of the licensed services, the IHF(s) will be contacted for input

5 5 New Relocation Policy – Level III New addition Movement of 5 kilometres or more across catchment zones Will only be considered from a catchment zone that is over-serviced or adequately serviced for licensed modalities to one that is under-serviced for licensed modalities Where proposed location is within 5 kilometres of a public hospital, LHIN will be contacted for input Where proposed location is within 5 kilometres of another IHF providing some or all of the same services, the IHF(s) will be contacted for input Where movement involves change in LHINs, both LHINs will be contacted for input Multiple modality licences – at least one modality must be under- serviced and no modalities can be over-serviced at proposed location

6 6 Specialty Practice IHF may be allowed to relocate outside of relocation policy for only: Ophthalmic ultrasound Ultrasound for fertility treatment in support of a specific specialty physician practice If licensee ceases to provide services in support of specialty practice, licensee will seek Director’s approval to relocate to a location in original catchment zone No change from current relocation policy

7 7 Objections to Relocations Where any objection is received to a proposed relocation, licensee will be advised and given opportunity to respond Licensee will not be advised of the identity of the objector If response received from licensee, Director will consider application, objection, response, and any other information as the Director considers appropriate when making a decision No change from current relocation policy

8 8 Consecutive Relocations IHF must be providing licensed services for at least six months before submitting a subsequent relocation application If not operating at the current location for at least six months, any new application will be evaluated as a proposal from the last location the facility was providing licensed services for at least six months No change from current relocation policy

9 9 All Relocations For all relocations, written Director approval must be obtained prior to any relocation In making decision, Director may consider information provided by Applicant and such other information as Director considers appropriate No change from current relocation policy

10 10 Implementation Effective date will be January 1, 2014 Notification of update to policy will be mailed to all licensees in late 2013 After implementation all relocation proposals must be submitted on a new application form New amended policy will form part of the application All old versions of the application received on or after the implementation date will be returned to the licensee for re-submission on the new form
