BSCE, Michigan State University, 1992 Assistant Division Head – Bridge Responsibilities: – Assist Bridge Engineer in daily activities of Division and management of personnel. – Oversee AHTD Bridge Design Consultants. – Manage new workforce timekeeping system for the Division. – No defined role or responsibility for PBES/ABC. Introduction

3 3 Bridge Division is located within the Central Office complex in Little Rock and is under the direction of the Asst. Chief Engineer-Design. – Current staff of 29 includes 26 graduate engineers. – Staff is divided into 4 Design Sections and 1 Structural Inventory and Rating Section. – Design Sections produce plans and specifications for bridges, box culverts, retaining walls, overhead sign structures, etc. – Inventory & Rating Section is responsible for load rating and recommending postings for the approx. 13,000 bridge length structures in the State. Also responsible for analyzing bridges for overload vehicles. Project Planning, Programming and Research is undertaken within the Central Office complex in Little Rock and is under the direction of the Asst. Chief Engineer-Planning. Construction and Maintenance and bridge management and inspection are undertaken within 10 districts and is under the direction of the Asst. Chief Engineer-Operations who is located within the Central Office complex in Little Rock. Organizational Structure

5 5 How many bridges replaced and at what cost? – State: *27 @ $80 Million per year – Local: 7 @ $6.6 Million per year *Does not include bridges replaced with box culverts. How many bridges rehabilitated and at what cost? – State: Practically zero – Local: Practically zero – Recently began a Bond Initiative to repave interstates. Part of program will rehabilitate bridge decks using Hydrodemolition with Latex Modified Concrete Overlays. Volume of Work

6 6 AHTD does not have a process or policy in place to support implementation of PBES/ABC type activities and projects. AHTD does not have a decision making tool or method to assist in the identification and selection of cost effective PBES/ABC type projects. Planning and Decision Making

7 7 AHTD’s greatest challenges or barriers in the effective implementation of PBES/ABC type initiatives and products. – Lack of education/experience – Detailing and Design, especially seismic – Lack of experience among local Contractors – Few precast Fabricators within state PBES/ABC Implementation Barriers

8 8 Common Arkansas Bridge Types & Span Ranges: – Steel Beam/ Girder Units, 35’-150’ spans – Prestressed Beam/Girder Units, 50’-130’ spans Limited Arkansas Bridge Types & Span Ranges: – *Reinforced Concrete Channel Beams; 19’, 25’ & 31’ spans – Double Basket Handle Network Tied Arch currently under design by Consultant, 440’ long and approx. 90’ tall. PBES available within Arkansas: – *Reinforced Concrete Channel Beams *Used often in the past on low volume routes. Recent use diminished due to incomplete conformance to LRFD. 9 9 Contracting Options commonly used by AHTD: – Value Engineering – A+C (Cost + Time) Construction Alternatives commonly used by AHTD: – Lane Closures or Detours – Non-Peak Hour Construction, nighttime closures – Non-Peak Hour Construction, weekend closures Contracting and Construction

10 10 AHTD does not have any involvement with transportation industry groups in support of PBES/ABC type projects. AHTD has participated in and is interested in continuing participation in domestic PBES/ABC scanning tours. Education and Outreach

11 11 AHTD has no great success in the implementation of PBES/ABC type activities and projects. PBES/ABC Successes
