Soil Stabilizers – An Essential Component in Successful Road Rehabilitation Projects The USA Trade and Development Agency (TDA) completed a recent study of road budgets in seven (7) South East Europe countries: “While an average of 4% of the existing government budgets would be required to maintain primary and secondary road networks in an adequate state, in fact less than 1% is spent. In most countries in the region wholly inadequate amounts are spent on basic road maintenance.”
