8 Basic Measures Actions within the basic measures which are not being fully implemented B1.Measures for improved management: Keep register of plant capacity and update annually Install facilities to monitor influent loads and effluent discharges in accordance with EPA guidelines and best practice Put auditable procedures in place to monitor compliance of licensed discharges Implement training procedures for staff involved with licensing of discharges Monitor receiving water quality upstream and downstream of the point of discharge

9 Basic Measures Actions within the basic measures which are not being fully implemented B2. Optimise the performance of the waste water treatment plant by the implementation of a performance management system B3. Revise existing Section 4 licence conditions and reduce allowable pollution loads B4. Revise existing IP(P)C licence conditions and reduce allowable pollution loads B5. 11 Supplementary Measures S1. Measures intended to reduce loading to WWTP: Limit or cease the direct importation of polluting matter (e.g. liquid wastes, landfill leachate, sludges, etc.) to the treatment plant Investigate the extent of use and impact of under-sink food waste disintegrators (FWDs) and introduce controls where appropriate Investigate fats/oils/grease concentration in influent and take actions to reduce fats/oils/grease entering the collection system

12 Supplementary Measures S2. Impose development controls where there is insufficient capacity at waste water treatment plants S3. Initiate investigations into characteristics of treated waste water for parameters not presently required to be monitored under the basic measures S4. Initiate research to verify the results of the risk assessment and to determine the impact of the discharge S5. Use decision making tools in the management of point source discharges

13 Supplementary Measures S6. Install secondary treatment to plants not required to do so under the basic measures S7. Apply a higher standard of treatment S8. Upgrade the WWTP to remove specific substances known to impact on water quality status S9. Install UV or similar type treatment S10. Relocate the point of discharge

14 Approach to Measures Implement the actions under the basic measures which are not being fully implemented Improve confidence in data Focus on the cause of the pressure before investing in end of pipe solutions Measures which require capital investment to be based on reliable data Supplementary measures only to be considered after the benefits of the basic measures are fully realised
