5 Service delivery – issues (1) Improvement needed: Improvement needed: o Move away from one size fits all o Reduce costs including overhead o A charging system which incentivises both delivery of official controls and FBOs o Acceptance that zero-tolerance targets and 100% compliance is costly and unachievable o Service delivery needs fewer, clearer performance targets o Policy must be focussed on reducing service delivery costs o Relationship between policy and service delivery must be based on mutual trust and support o More joined up working on policy, service delivery, approvals, enforcement and clearer accountability
