2 The Challenge “ The United States higher education system is becoming less of a meritocracy. In the last decade, the percentage of students from families at the highest income levels who got a bachelor’s degree has grown to 82 percent, while for those at the bottom it has fallen to just 8 percent.” – Jeff Selingo, editor at large of The Chronicle of Higher Education, from his forthcoming book, “College (Un)bound: The Future of Higher Education and What it Means for Students.”

3 Say Yes’ Central Goal To ensure college and career readiness at scale, sustained over the long term throughout communities. 1.Scholarship Incentive—Public and private college scholarships. 2.Systems and Structures—Cross sector and cross government collaboration to develop civic infrastructure aligned to post- secondary completion goal. Say Yes serves as an honest broker and facilitator to initiate and guide this process. 3.Student Supports—Comprehensive and coordinated student and family supports to address academic, social/emotional, health, and financial needs. Say Yes’ Three Levers for Change

4 College Readiness Indicators Evidence-based Say Yes Student Management System, adaptable to local contexts, tracks a strategic set of academic, social/emotional, and health indicators, leading to: o Targeted coordination of comprehensive services and supports at the student level o Informed school- and district-level programming, combined with Say Yes’ aligned evidence-based program
