Identify requirements for Parlay APIs to enable priority services to authorized users during emergency and congestion scenarios – service scenarios – specific requirements 2. Introduce contributions to other WGs that suggest examples of how the requirements could be satisfied 3. Provide Feedback into the Parlay UML model

All Rights Reserved. www.parlay.org Objective Identify requirements and introduce contributions for Parlay APIs that enable equipment manufacturers, network operators, and service providers to develop and offer a wide range of priority services to authorized users that aid in a high probability of completion for emergency traffic during a crisis situation when networks may be restricted due to damage, congestion or faults

All Rights Reserved. www.parlay.org Goals Develop requirements and contributions to support ETS - e.g. the Parlay call control, policy management, UI APIs - for multiple types of: –communication (data, email, video, multimedia) –networks (wireless, packet) –technology (protocols, architectures) Address impact to Mobility, PAM, Charging and Framework APIs (e.g. for location-based service, accounting bypass, security, etc.) Achieve broad-based involvement across Parlay member companies –Several members have already expressed interest in joining the ETS WG: Sun, SBC, SAIC, NCS, Ericsson Engage and coordinate ETS work with ITU-T, IETF, 3GPP, MSF, JAIN, ETSI and other groups

All Rights Reserved. www.parlay.org WG Discussion: ETS Overview ETS enables effective communication for emergency operations during times of severe network congestion due to man-made or natural disasters –Basic service includes priority access, user authentication, and enhanced routing, exemption from Network Management Controls –Several countries already offer some emergency telecommunications services: Canada: Line Load Control to deliver priority dialtone USA: GETS Japan: I Am Alive via web site registration

All Rights Reserved. www.parlay.org Challenges Minimizing changes to existing Parlay APIs while ensuring ETS functionality is met: –Keeping in mind backward compatibility –Through introducing optional parameters Coordinating with the other Parlay working groups: Two-way interaction required (e.g. with Call Control working group) Collaboration process with ITU-T, IETF, 3GPP, MSF, JAIN, ETSI
