2 Westminster City CouncilResCard - the current contract Awarded to Metropolis International (UK) Ltd for the provision of ResCard and StaffCard in Dec 2002 Contract - 15 years (early termination at 6 & 10 years) Annual contract price of £240,000 Current scheme accommodates 50,000 users (44,000 residents and 6,000 staff) ResCard - the current contract

3 Westminster City CouncilResCard - the current contract Negotiate discounts based on a large user base for a variety of organisations Currently running programmes for Arcadia, RAC, AA, Transport for London and many others WCC benefits by getting access to any discounts negotiated on behalf of other clients Run ‘City Discount’ schemes in 40 cities in Europe and USA Metropolis International (UK) Ltd

4 Westminster City CouncilResCard - the current contract Comprehensive portfolio of participating organisations including: over 100 restaurants in central London including major brands e.g. Slug and Lettuce, Deep Pan Pizza co., Bar Med over 20 top London attractions including London Zoo, London Dungeons, Cutty Sark, Kew Gardens national attractions such as Leeds Castle, Brean Leisure Park, Flamingo Land culture and leisure activities including museums, art galleries and sports centres What The Contract Offers

5 Westminster City CouncilResCard - the current contract An individually identified discount card sent directly to their homes A quarterly brochure detailing the benefits available Access to meaningful discounts e.g. 20% discount on food and drink for cardholder and 5 guests at participating restaurants Web-site detailing the discounts available What Do Residents Get?

6 Westminster City CouncilResCard - the current contract Metropolis have contractual arrangements with many of the organisations Some offers ‘belong’ to WCC e.g. sports and leisure Some organisations make offers direct to WCC e.g. local businesses and restaurants Organisations who receive grant aid from WCC are required to offer discounts via the scheme How Discounts Are Secured

7 Westminster City CouncilResCard - the current contract Lack of monitoring information about users (age, ethnicity etc.) Lack of information about the types of discounts accessed The ‘swipe’ facility on the card is not universally used by participating organisations The scheme is dependant on a paper based application process The Current Weaknesses
