16 Terms of reference In your country team, develop an action plan using the following terms of reference: 1.Identify 1-2 best practices the country team will replicate and/or scale up regarding strategies of smallholder farmers to achieve food security and income growth in the framework of climate change 2.For each practice, determine 2-3 key actions you are going to implement to achieve the desired results
