13 Outline PART II-Terms of Reference  Deliverables: Action plans to implement policy constraints in MS developed Database in WAAPP website, regulations in MS, ECOWAS, WAEMU, CILSS Establish LTPF and Training nat/reg. institutions for 6 countries Include recommendations in NAIP  Inputs by IRAM: Analyze regul. with countries, Action plan on regulations, organize trainings Dissemination material, training workshops and STC established  Specific Criteria: Time limit June 30, 2014 13
