2 VIET NAM OVERVIEW - Area: 331.210 km2 -Population: 90.5 million -Location: Southeast Asia, bordered by China to the north, Laos to the northwest, Cambodia to the southwest and the East Sea.

4 VIETNAM OVERVIEW - Implementing of open door policy and carrying out administrative reform for improvement of nation’s economy. - Immigration crime organizations have made use of Vietnam’s open door policy and geographically advantageous features and exploited Vietnam as either receiving, sending or transiting place in their people smuggling activities.

5 Measures to identify threats and determine the risk - Deploy a multi-layer supervising and passenger clearance at border gates; - Found a specialized unit at all authority levels, from the central to local ones, to detect foreigners staying inland without permission ;

6 Measures to identify threats and determine the risk -Equip and apply advanced technologies with a view to improve the immigration control capacity at border gates. -Develop Advanced Passenger Information system (APIS) which has been recently ratified by the Vietnamese government and currently in the process of technical preparation.

7 Measures to identify threats and determine the risk -Strengthen international cooperation in combating illegal migration (the Agreement on Immigration Information Sharing with DIAC, Agreement on cooperation against illegal migration with Russia; Collaborate with Interpol, Singapore in developing Lost and Stolen Passport (LSP) Information Sharing Project…)

8 Measures to identify threats and determine the risk -Intensify international cooperation in capacity building for immigration officers (foreign languages, fraudulent passports detection skill). - Organize Immigration Information Analysis Unit and sub-units at border gates to timely analyze and assess trends, journeys of the suspects;

9 Vietnam Immigration Information Analysis Unit 1. Basic function and tasks of Immigration Information Analysis Unit Receiving, analysing, making proposals on processing immigration information obtained from internal and external sources. Advising the high level management to direct processing of immigration information to issue alerts on risks and trends of immigration laws violation to effectively manage migration. A focal point to exchange immigration information with foreign countries under bilateral agreements, as well as with Vietnam relevant agencies.

10 Vietnam Immigration Information Analysis Unit 2. The effectiveness of the Information Analysis Unit - First of all, almost information should be sent to Analysis Unit; - Secondly, information analysts have been chosen and offered training opportunity on analysing skills. - Thirdly, the steering and guiding activities are centralized and comprehensively implemented.
