6 Budget Issues Will Dominate 2003 NCSL Survey: –FY02 State Budget Gap: $27 Billion –FY03 State Budget Gap: $49 Billion –Medicaid will capture the largest amount of new spending. Expected to grow around 7.4%. At least twice the growth of K-12 education, higher education and corrections. many states anticipate a FY2003 shortfall, despite efforts to balance their programs.
