15 Funding wireless enhanced 9-1-1 21-May '07 IL - IPS-TA 15 The Board pays for equipment specific to wireless call delivery The Board has previously paid for:  Phase II mapping and startup  equipment and software Wireless carriers surcharge 50¢ (formerly 65¢) which is distributed:  INdigital, the network operator  PSAPs as a supplemental payment There is no cost to the PSAP for the network, operation or maintenance

18 Stakeholder: incumbent LECs 21-May '07 IL - IPS-TA 18 Crossroads (phase G-1) uses LEC legacy wireline networks to terminate wireless 911 calls  Embarq had no issues  Verizon had a few operational issues  AT&T had several administrative issues, various other concerns, and ‘pre implementation’ conditions on behalf of their PSAP customers

19 Measuring Crossroads success 21-May '07 IL - IPS-TA 19 All 92 counties now have wireless E911 service the goal: all capable counties will have phase II info by 2Q ’07 any ‘missing’ phase II county will receive guidance to get upgraded service from the carrier

43 “No one has used IP for E911” 21-May '07 IL - IPS-TA 43 INdigital is using Cisco equipment, and we have a letter from Cisco saying it is not supporting E911.  The LEC letter is for one Cisco product (call manager). INdigital is not using call manager  There are thousands of Cisco products. Cisco is supporting efforts to build next generation E911 networks

Other, more unpredictable routing happens

62 Our solution to these border problems 21-May '07 IL - IPS-TA 62 INdigital will provide trunking to participating border Illinois PSAPs  Calls are routed to the ‘best’ serving PSAP  Call routing is refined based on PSAP input Within the restrictions of the statutes, 911 calls are quickly transferred within the network by the PSAPs  All caller data accompanies the call  PSAPs have increased communication capability (thru administrative phones)
