It has been prepared by the Government Coordinating Group in response to the requirement to provide a draft legislative/regulatory model on how the 3C recommendations and related Government decisions could be implemented. 3C’s role is to facilitate broader stakeholder discussion on a draft model. The paper outlines eight objectives for new and/or amended legislation for establishing and regulating precincts. June 2006

This is to be based on the 3C draft Decision Tree model
