18 Our approach Assignment initiation: Initial meeting between TCFM and Equal:sign-off on first (initial) payment,finalise any other contractual matters,confirm the approach to the assignment,clarify any “extracurricular agendas”,confirm communication and reporting protocols,discuss planning templates,confirm TCFM stakeholders, and obtain contact info,discuss approach/format of meetings/workshops, andclarify TCFM resources to be provided.

21 Our approach Business Plan development (contd): Meetings/workshops to follow defined format; eg:needs for community broadcasting,importance of these needs,current gaps in provision of these needs,perceived SWOT for TCFM,possible funding and revenue sources,alignment of TCFM goals with community goals,suitable targets or milestones, andother requirements as applicable.
22 Our approach Business Plan development (contd): Following meetings/workshops Equal will:review the information,conduct our own research,(similar format to that of meetings/workshops),review suitability of current TCFM organisational goals,review suitability of planning templates, andsummarise results to present to TCFM.
23 Our approach Business Plan development (contd): Business Plan update meeting:between TCFM and Equal,provide summary of results of meetings/workshops,provide summary of results of own research,discuss and clarify results,obtain TCFM input into and closure on results,review suitability of TCFM organisational goals,discuss/review suitable KPIs for these goals,discuss/review suitable resourcing for these goals, andreview suitability of planning templates.

27 Our approach Implementation Plan development (ctd): Preparation of draft Implementation Plan:in accordance with previous results and research,in accordance with approved Business Plan,in accordance with Implementation Plan template, andsubmitted to TCFM for review and comment.Preparation of final Implementation Plancomments made by TCFM will be discussed,relevant changes agreed and made,final Implementation Plan submitted for approval, andsign-off on third (final) payment by 17 December 2004.
