1 AP Consensus Recommendations to the CFMC AP Meeting August 6, 2008 San Juan, Puerto Rico

2 STT/STJ/STX Separate ACLs into sectors (by area) –Market driven fishery for STT/STJ –Market driven fishery for STX The consensus of the AP is that ACLs should be set separately for St. Thomas/St. John and St. Croix

3 Parrotfishes The consensus of the AP is that the parrotfish do not need to be allocated on separate amount within the ACL given that the gill net and trammel nets have been banned in the USVI (and EEZ) and it is expected that the population will increase (and landings will decrease).

4 ABC=0 for midnight, blue, and rainbow parrotfish (SSC) The comments of the AP: Puerto Rico ABC not equal to 0 for midnight and rainbow; blue parrotfish not in the same category but smaller. St. Croix: FAC agreed on the protection of these 3 species; ABC=0 St. Thomas/St. John – not a fishery for these parrotfish (blue, midnight and rainbow) not a problem to have ABC=0

5 Status consensus Will take the Table to the fishers to fill out and see how it works – bring it to the Council. This could be used for SEDAR Data Workshop and also ParFish. Send this to the AP members. –GGM fix table and e-mail it; list of common names and sci names and e-mail; get booklet of fish id and mail it

6 AP Review membership – people to come to meetings. Need QUORUM for this advisory body to the CFMC AP meetings more (2-3 times/yr) AP by sectors (e.g., STT/STJ, PR, STX) AP n=25 still keep this meeting All sectors involved (diving, commercial, recreational, etc.)

7 AP consensus Ask CFMC to revisit the AP membership, role of panel members, members expertise, and the way the AP operates (numbers of meetings, etc.).

8 Grouper Unit 4 The consensus of the AP on the GU4 is that closures (seasonal and area) have been put in place (Territory and EEZ) in 2005 and not enough time has elapsed to determine the effect of these closures. It is recommended that monitoring be done to determine the impact of these closures on the fish populations.

9 Snapper Unit 1 The consensus of the AP on the SU1 is that seasonal closures have been put in place (St. Thomas/St. John and EEZ – October-December) in 2005 and not enough time to determine the effect of these closures

10 Data Needs Recommendations The USVI members of the AP recommend that the catch reports be restructure to be more responsive to the data needs for establishing ACLs.
