1 HRPD Reverse Link Improvement -- Adaptive FL Control Transmission ZTE grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include all or portions of this contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contribution or the resulting Organizational Partner's standards publication. ZTE is also willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions for purpose of practicing an Organizational Partner’s standard which incorporates this contribution. AN may send EnableFwdControlTransmission = 0 to inform AT to stop transmission of DSC/DRC and/or SSI/SRI when it has no forward link data for the AT. AN may send EnableFwdControlTransmission = 1 to AT if AN has forward link data for the AT. AN may send EnableFwdControlTransmission to AT per each carrier in the multi-carrier cases AN may send EnableFwdControlTransmission in the low priority message. Adaptive FL Control Transmission

All rights reserved. 3 Access Terminal AN Controlled Adaptive FL Control Transmission If AT receives EnableFwdControlTransmission = 0 from AN, it should stop transmitting the FL control channels (DRC/DSC/SSI/SRI/ACK). AT may stop monitoring DRCLock. If AT receives EnableFwdControlTransmission = 1 from AN, it should start transmitting the FL control channels (DRC/DSC/SSI/SRI/ACK). If AT has RL data to send, it shall start transmitting the FL control channels (DRC/DSC/SSI/SRI/ACK) if they have stopped, in addition to transmit data over the reverse traffic link. If AT is going to handoff to other AN, it shall start transmitting DRC/DSC. AT Controlled FL control channel transmission When AT enters the Fixed DRC state, it may stop transmitting DRC/DSC. All rights reserved. 4 3.6 Flow Control Protocol FwdControlTransmissionRequest Message EnableFwdControlTransmission AN shall set this bit to “1” if AN wants to enable the transmission of forward link control channels (DRC, DSC, SSI, and SRI). Otherwise, AN shall set this bit to “0”. EnableFixedFwdControlTransmission AN shall set this bit to “1” to request AT to transit to fixed forward control channel transmission (fixed DRC).
