19 R.A. 9003 COMPLIANCE RECOMMENDATIONS: Establishment of Material Recovery Facilities in allbarangays.Creation of Barangay Environmental Officer in allbarangay which will be in-charge on the complianceof R.A They are responsible for:a. Education in Environmental Awareness andSolid Waste Management Program in theirdesignated barangays.b. Responsible for accepting or buying recyclableand biodegradable materials for recycling andcomposting purposes.c. Gives citations to individual or entity whichviolates the provisions of R.A. 9003(i.e. littering, non-segregation of waste, etc.)
20 R.A. 9003 COMPLIANCE RECOMMENDATIONS: d. Coordination and monitoring of MaterialRecovery Facility status of their barangaye. Submit reports on the accomplishment andoperations of the MRF to the City3. Incentive scheme should be applied to help theofficials in getting the participation of theirstakeholders. This includes:a. Gifts to families who will consistently followthe segregation schemeb. Monetary incentives for those who participatein recycling and compostingc. Tax reduction or exemptions to companieswho will provide the facilities for the SolidWastes Management
21 R.A. 9003 COMPLIANCE RECOMMENDATIONS: The City Government should provide regulations orrecommendations on waste reduction as first priority.Waste Reduction can be applied by:a. Mandating the public market not to use plasticbags in packing the goods bought by thecustomer so that the customer will be the oneto acquire his own bags or let the customerbuy a recyclable bags made from recycledmaterials which will be sold by all publicmarket sellers.b. Recommend Refilling stations for liquid productsother than in sachet which is made of plastics.Let them consider having a refilling stationfor shampoo, liquid soap, etc.
22 R.A. 9003 COMPLIANCE RECOMMENDATIONS: Proper scheduling of segregated waste collectionshould be observed. Create a policy of:a. “No segregation, No Collection” in the door todoor collection of solid waste.b. “No reduction, No disposal” at the entrance of theSanitary Landfill for final disposal of waste.There should be a separate Material Recovery Facilityfor Hazardous Waste since it requires treatment toa Treatment, Storage and Disposal (TSD) Facility.
23 R.A. 9003 COMPLIANCE RECOMMENDATIONS: Most Treatment, Storage and Disposal (TSD) Facility inthe Philippines are operated by private companies,the cost for treatment for hazardous waste areexpensive. Thus, if fit for the budget, provide apublic Treatment, Storage and Disposal (TSD) Facilitythat would treat domestic hazardous waste such asfluorescent lamps, cleaning chemicals and others.Provide concrete cylindrical containment for garbagewhich will be covered with green plastic forbiodegradable waste and black plastic forNon-biodegradable waste in the streets of Cebu City.They can be a good replacement for garbage cans orplastic containment that we used today since it will noteasily get stolen and damaged.
