Infantry SchoolÉcole dinfanterie Infantry NCM Training Review DP 1 - 4 Conducted by the Infantry School on behalf of Director Infantry Report to EX BAYONET May 2009

Infantry SchoolÉcole dinfanterie Background: NCM Trg Review At the Jan 09 XIAB on it was decided that the Inf school would conduct a review of the NCM Training IOT: Optimise trg progression for Inf NCMs IOT ensure that they are prepared for command roles and rank specific taskings. Review Inf DP 1-4 and develop training design and delivery options that will: Deliver the right training at the right time in each NCMs career progression Ensure that trg is relevant, rewarding, progressive and firmly based in the COE Improve resource efficiency (especially training time) across the Inf training system

Infantry SchoolÉcole dinfanterie INTRODUCTION NCM 2020: Strategic Objectives Tactical Excellence. An NCM Corps whose members understand and are capable of applying force, collectively and individually, to achieve assigned missions and objectives. Outstanding Leaders. NCMs as leaders embody the Principles of Leadership and, as mentors, guide and develop their subordinates

Infantry SchoolÉcole dinfanterie Infantry Section Commander in Battle: Statement of the Problem. Learning Curves of the Infantry Soldier – Pte - Sgt Sect Comd Trg Offensive Ops Patrolling Defensive Ops Skill at Arms Trg Conventional Ranges Field Firing Weapons Instruction Learning Curve/Skill Fade Rank & Appointment PTE/CPL Rifleman SGT – Sect ComdMCPL - Sect 2IC The Gap

Infantry SchoolÉcole dinfanterie JOHNSONS DRIFT MODEL Amount of Change Previous Section Commanders Courses Current DP Courses Training Gap 1 2 Environmental Change (changes to COE, doctrinal changes, and emerging technology) Time

Infantry SchoolÉcole dinfanterie FUTURE TRENDS DAPS, Attrition & the Demand for Snr NCOs. The Infantry School expects a substantial increase in the demand for DP3A training in the near future. A particular concern for the army is the growing shortage of leadership, specifically in the ranks of tactical level leaders….[today's] changing international security environment with its emphasis on asymmetrical warfare and counter-insurgency, [shows that] current leadership challenges are neither temporary nor limited. LGen Andrew Leslie, CLS

Infantry SchoolÉcole dinfanterie Assumptions and Methodology LFSAT was utilised A review of JBS was conducted as a preliminary stage Stakeholder input was (and is being) sought Changes will not be made unless they can be shown to be fully justified Work to conduct any QS or TP changes will begin after the May 09 CIA Training Must be delivered Just In Time A Lean Training philosophy was employed

Infantry SchoolÉcole dinfanterie Criteria for Selection of Options and Required Outputs The best training solution will deliver: Achieve strategic objectives (NCM PD 2020) Current and competent soldiers and commanders (trained Just in Time) Tactical Excellence Outstanding Leadership – Mentorship & Development A training flow that will match the JBS requirements for each Infantry position: i.e train in time and to need Resource efficiency for the training system (esp time)

Infantry SchoolÉcole dinfanterie OPTION COMPARISON Option1. Status Quo2. Improved Sequencing 3. Improved Sequencing + Train to Need Meet Strategic Objectives (NCM 2020) Limit tactical trg. Skill fade. Tactics outdated. Improved Tactical & Leadership Skills. Training Flow (Timing and Needs) Most dont need FFQ Sect Comd training delivered too early Wpns Instruction delivered later Some Inf WO will not use or need FFQ FFQ delivered on a needs basis Sect Comd trg delivered at an optimal period Resource Efficiency Considerable duplication. FFQ is not relevant to sect comd. 2240 Less total soldier-trg days by moving FFQ rearward in NCM career. More than 2240 soldier-trg day savings. FFQ Trained as needed.

Infantry SchoolÉcole dinfanterie JOHNSONS DRIFT MODEL Amount of Change Previous Section Commanders Courses Current DP Courses 1 2 Environmental Change (changes to COE, doctrinal changes, and emerging technology) Time 3 4 Expected Results of Option 2 & 3 Potential Results of Status Quo

Infantry SchoolÉcole dinfanterie Conclusion Input now required: Validation of the results of the review Selection of the optimal training sequence Approval for further development Next Phase of the Project Presenting these recommendations for approval in principle to AITA, DAT and Comd LFDTS. Staffing changes to OS, QS, and TPs of DP1, IPSWQ, PLQ-INF, and DP3A. The creation of a generic Field Firing course with an OSS, QS and TP is already staffed at DAT since the rest of the Army requires this training also.
