NEW MEXICO DRIVER REENGINEERING SOLUTION Initiation Certification November 19, 2008 Project Certification Committee

MVD Driver System Description –Purchase COTS Motor Vehicle Driver solution –Replace 30+ year old, error prone system –Move towards customer-centric system Justification –More efficient, productive system Improve service delivery to MVD customers Increase reliability, security, and maintainability –Meet current and future needs, including appropriate audit trails and security features.

Current Processes Dual platform system –Front-end is a web-based system that utilizes old, outdated classic asp technology –Mainframe is system of record; old technology that is becoming increasing harder to find programmers for Lack of standardization and methodology Fees are hard-coded in programs and very hard to maintain

Initiation Phase Deliverables Develop RFP Requirements for Driver/Vehicle MVD System Develop RFP based on requirements Data Clean-up Activities in Preparation for Data Migration

Project Timeline

Appropriations Laws of 2008: Chapter 3, Section 7, Item 5: $4.12M Requesting $400k for Initiation phase

DoIT System Impact No impact on DoIT during Initiation Phase TRD plans to house any required implementation production servers at DoIT Data Center Final architecture will not be determined until RFP is awarded Minimal expected network impact – all MVD transactions are already using the web-based MVD 2.0 application Decrease in TRD Mainframe usage after implementation

Security Strategy Continue recent security improvements: –Separating TRD network into a series of subnets –Hardening servers, desktop and laptop computers –Other actions based on recent security assessment Purchase of COTS system is expected to have additional information and features available that will improve security beyond current capabilities Will incorporate in TRD Disaster Recovery Plan

Conclusion Improve service, security, quality, safety, and efficiency of business processes while enabling a productive and efficient environment for TRD customers and employees Migrate current MVD system off of mainframe; resulting in a $1.2 – 1.5 Million savings New system will customer-centric and table-driven Compliant with all federal laws and mandates
