Bullying What is bullying? Any severe or repeated use by one or more students of a written, verbal or electronic expression, or a physical act or gesture, or any combination thereof, directed at another student that has the effect of actually placing the latter in reasonable fear of physical or emotional harm or damage to his property. Creating a hostile environment at school for the other student. Infringing on the rights of the other student at school. RA 10627: Anti-Bullying Act

Bullying What is bullying? Materially and substantially disrupting the education process or the orderly operation of a school; such as, but not limited to, the following: a.Any unwanted physical contact between the bully and the victim b.Any act that causes damage to a victim’s psyche and/or emotional well-being c.Any slanderous statement or accusation that causes the victim undue emotional distress d.Cyber-bullying or any bullying done through the use of technology RA 10627: Anti-Bullying Act

Bullying What is bullying? It also includes: ① Social bullying - Any deliberate, repetitive and aggressive social behavior intended to hurt others or to belittle another individual or group; and ② Gender-based bullying - Any act that humiliates or excludes a person on the basis of perceived or actual sexual orientation and gender identity and expression (SOGIE). Bullying Forms of bullying PHYSICAL This form of bullying can be visually detected. This type of maltreatment involves physically contacting the student (kicking, hitting, punching, shoving, pushing, tickling, headlocks, etc.). It can also entail stealing or hiding the belongings of the affected students. VERBAL This form of bullying is difficult to detect, unless the adult is in the presence of the participants. It involves name calling, insults, offensive and threatening language. INTIMIDATION This aspect could include gestures or comments, spreading rumors or stories, graffiti and defacing property CYBERBULLYING This is the modern extension of bullying. This occurs via the Internet, mobile phones or other cyber technology. This can include: (1)sending malicious text, e-mail, or instant messages(chatting) (2)posting defamatory pictures or messages about others in blogs or on websites (3)using someone else’s user name to spread rumors or lies about someone. More commonly, students are using sites such as Facebook to carry out bullying tactics. RA 10627: Anti-Bullying Act

Bullying Mechanisms and Procedures in handling Bullying Incidents 1.Adopt and implement a child protection and anti-bullying policy 2.Create a Child Protection Committee as Anti-bullying Committee * Composition: School Head/Administrator Guidance Counselor/Teacher Representative of the Teachers Representative of the Students Representative of the Parents Representative from the Community(BCPC) Note: Jurisdiction- Complaints involving Child Abuse - shall not be brought for amicable settlement before the Barangay. Shall be referred to the appropriate authorities. RA 10627: Anti-Bullying Act

Bullying Procedures in handling Bullying Incidents 1. Immediate Response- by the victim, or anyone who witness or has personal knowledge… to call attention of any school personnel/CPC Committee. 2. Reporting- to the teacher, or to the GC, to the CPC, or any person designated to handle bullying incidents(intake sheet); inform parents/guardian of victim and the bully… 3. Fact Finding and Documentation – to make assessments as basis of proper interventions, referrals and monitoring… 4. Intervention programs determined by the CPC for the victim, bully and the bystanders 5. Referral – to SW, GC, PSYC.,CPC, WCPD 6. Disciplinary Measures – reasonable disciplinary measures proportionate to the act committed(written reprimand, community service, suspension, exclusion, expulsion) 7. Due Process- Complaint Answer Decision Appeal to D.O. 8. Applicability of RA 9344(Juvenile Justice and Welfare Act) – if incident result to serious physical injury or death 9. Procedure in Bullying Incidents Report/Complaint School Head/Guidance Counselor/ Guidance Teacher Child Protection Committee Trained professionals outside the school: Social Workers, Psychologists or Child Protection Specialist; WCPD Intake Sheet Fact-Finding and Documentation Intervention(for victim, bully & bystander) Referral 1. Separate bully and victim (must be assisted by parents/guardians) 2. Identify level of threats, develop intervention strategies; 3. Inform the victim & parents of the steps; 4. Make recommendations to the CPC

Management of Bullying & Other Acts of Abuse Protective & Remedial Measures to Address Bullying and Other Acts of Abuse by a Pupil, Student or Learner All bullying incidents must be reported to the School Head (SH) The intake sheet, provided in DO 40 s. 2012, shall be filled up Student shall be referred to the CPC Psychosocial support; Punitive measures as last resort SHs shall inform parents & hold a meeting

Fact-finding & Documentation DepEd Order No. 55, 2013 IRR Anti-Bullying Act 2013 Separately interview the bully and the victim privately Determine the levels of threats & develop intervention strategies Inform the victim & guardian of the steps to be taken to prevent further acts of bullying or retaliation Make appropriate recommendations to the CPC on proper interventions, referrals and monitoring

MANAGEMENT DepEd Order No. 55, 2013 IRR Anti-Bullying Act 2013 Intervention The CPC shall determine the appropriate intervention programs for the victim, the bully and bystanders. Referral The SH or the CPC may refer the victims and the bully to trained professionals outside the school For possible criminal charges against the bully or offending student, the designated school personnel shall notify the Women and Children’s Protection Desk (WCPD) of the local Philippine National Police.

Bullying Any information relating to the identity and personal circumstances of the bully, victim, or bystander shall be treated with utmost confidentiality by the CPC The names may only be available to the school head/administrator, teacher/GC, and parents/guardians of students RA 10627: Anti-Bullying Act

Bullying RA 10627: Anti-Bullying Act Tickler: Bullying or Child Abuse 1.A grade 8 male student teased his classmate of having a “pusong Mamon” 2. A teacher shouted to her student calling her “butol ka, dili ka kabalo mobasa”, followed by the act of pinching the student. 3. A student took the chair of a classmate while standing doing a recitation without his knowledge, resulting to an accident causing a swell on the butt of the victim. 4. A grade 10 female student refuses to attend classes for fear that her classmates might accuse her of cheating during exams
