2 Principles DRAFT The distribution of time, effort and representation of local people in governance at local and SWL level should reflect proposed 80/20 split between borough and SWL CCG for planning and delivery – i.e. concentration at place Expectation of transparency in decision-making and local accountability to communities should be supported by meetings in public of decision-making committees Representation of patient and public voices on a future SWL CCG should be managed so as to maintain a clinically-led organisation Important to preserve distinction between patient and public voice representation in the governance of an organisation and the activities of engagement Place voices vs professional voice at SWL level

6 SWL CCG – outline role of patient and public voice representatives at Governing Body – 1 Healthwatch and 1 VCS Overall purpose To ensure that the needs, aspirations and experiences of patients and the public influence discussions and decisions of the CCG at SWL level To act as a champion for patients and the public, ensuring that the perspective of local people is considered in the business of the CCG What the role is To bring a patient/public/community perspective and sensibility to deliberations and discussion of the SWL CCG, drawing on discussions in members’ ‘home’ borough or professional network, but also drawing on discussions at the SWL Stakeholder Reference Group To balance their particular perspective with broader patient and public interests in discussing and evaluating public and patient engagement and communications activity To provide a critical friend challenge to the CCG to support better decision-making that is informed by the experience and expressed views of local people To attend regular meetings of the SWL Stakeholder Reference Group To be proactive in keeping their organisation and their key patient/public/community contacts informed of the work of the programme as capacity allows, in partnership with the programme and CCG communications and engagement teams To provide summary feedback to their Governing Body, Board or equivalent meeting of their organisation following each meeting they attend

7 SWL CCG – outline role of patient and public voice representatives – at Governing Body 1 Healthwatch and 1 VCS (2) What the role is not To represent the members’ ‘home’ borough To represent all SWL boroughs To exclusively represent their sector or professional group (eg Healthwatch or the voluntary sector)   What the role would involve Attending regular meetings in public of the SWL CCG Governing Body Attending the South West London Stakeholder Reference Group Actively maintaining borough and SWL networks and channels for staying in touch with a range of community issues and experience Supporting the role SWL Healthwatch networking meeting – standing item: ‘SWL CCG’ (existing: currently monthly) SWL CVS network: could be reinvigorated – standing item: ‘SWL CCG’ Discussions at SWL Stakeholder Reference Group Resources: recognition that participation is not cost-neutral to Healthwatch or VCS – nominal sum to the organisation to backfill or to recoup admin cost Pre-meets: with Director of Communications and Engagement and lay member (PPI) before CCG Governing Body meetings Engagement checklists / prompt questions (from comms and engagement strategy toolkit) Anything else?

SWL Stakeholder Reference Group (Replacing current SWL PPESG) Meets 6x/year (aligned to SWL CCG GB schedule) Chaired by lay member for PPI Membership to include: 1-3 members from each borough transformation board (HW+CVS+1 other) SWL CCG Director of Communications and Engagement Other members of SWL Programme Team (in attendance: eg Director of Strategy, Head of Engagement) Supported by SWL communications and engagement team Stakeholder reference group for decision- making of SWL CCG and SWL HCP Programme Board Advisory role for engagement and communications at SWL level Reviews forthcoming agendas of SWL CCG Governing Body and SWL HCP Programme Board Reports to and nominates HW and VCS representatives to SWL CCG and SWL HCP Programme Board Feeds from/back to borough Community Engagement Reference Groups

To act as a champion for patients and the public, ensuring that the perspective of local people is considered in the business of health and care partners in local boroughs What the role is To bring a patient/public/community perspective to deliberations and discussion of health and care partners at borough level, drawing on knowledge and insights from members’ constituent groups To balance their particular perspective with broader patient and public interests in discussing and evaluating public and patient engagement and communications activity To provide a critical friend challenge to borough health and care partners to support better decision-making that is informed by the experience and expressed views of local people To be proactive in keeping their organisation and their key patient/public/community contacts and constituents informed of the work of health and care partners as capacity allows To provide summary feedback to their members or constituents following each meeting they attend What the role is not To represent their own organisation exclusively What the role would involve Participating in meetings of the Community Engagement Reference Group (virtual or face-to-face as per local arrangements) Actively maintaining borough networks and channels for staying in touch with a range of community issues and experience
