Management system is the framework of policies, processes and procedures used to make sure an organization fulfil all the tasks required to achieve its objectives Health and safety management system is a structure of policies and procedures that are used to ensure that an organization manages health and safety effectivel Organizations have management systems in place some may have formal systems where they are well outlined and documented and some informal where there is no documentation present but the organization has a way of doing things

Why do we need to manage health and safety? Moral Injuries and ill health cause pain and suffering to the injured and other members of the society. Organizations have a moral obligation to ensure that their undertakings do not result into injury or harm. It is becoming unacceptable to put peoples lives at risk for profit gains and therefore organization have the duty to identify hazards and access risk to ensure they are controlled to a reasonable level. Small and medium sized companies are eager to secure contracts and most of the time willing to take risks when it comes to job execution compared to established organization and therefore their employees are more vulnerable to injuries and ill health

Why do we need to manage health and safety? Legal There are three aspects of the law geared towards ensuring safe work places. Preventative is where by the enforcement agency DOSHS will issue an improvement notice to the employer with a time period within which they are expected to comply. Punitive is where by penalties are imposed on the employer as a means of deterring future repeat and to caution other employers Compensatory monetary gains rewarded to an employee due to the loss of earnings(general damages) and injury sustained(specific damages) OSHA 2007 Part IV Enforcement; Outlines Improvement notice(section 36) and prohibition notice(Section 37) OSHA 2007 Part XIII Offences ,Penalties and Legal proceedings

Why do we need to manage health and safety? Economic Accidents will negatively impact organizations especially the small and medium sized organizations where a single incident may result to the whole organization ceasing production resulting to loss of income It is of importance to remember that the indirect cost of accidents outweigh the direct causes. just like an ice berg what you see above the water surface is small compared to what lies beneath

Management systems are accredited to standards such as ISO 45001:2018 but organization can still adopt ILO OSH 2001 which do not require any form of external accreditation Management systems follow the PDCA cycle

Policy When setting up OSH Policy ensure there is worker participation which can be through a representative, legal requirements met as a minimum, continuous improvement of the system Is the policy concise, well written and dated? Is the policy endorsed by a signature from most senior person in the company? Is the policy relevant to the institution in terms of its size and activities? Were the workers involved? Facilitated? Part II 9(1)Every Occupier shall establish a S&H committee at the work place in accordance with regulations prescribed by the Minister Is the policy communicated to employees and is it available? Is the policy available to relevant external holders?

Organization- Responsibility and accountability
Line-management responsibility, known and accepted at all levels Responsibility, accountability and authority is well defined and communicated Effective supervision and promote cooperation and communication Fulfil the principles of OSH management systems Establish and implement a clear OSH policy and measurable objectives Effective arrangements to identify and eliminate or control work-related hazards and risks Prevention and health promotion programmes Participation of workers and their representatives Provision of resources Participation of workers and their representatives in safety and health committees

Competence and training
OSH trainers competence, comprehensive training and reviewed and evaluation done Occupational safety and health management system documentation To be well written in a way that is understood by all Reviewed and revised as necessary and available Identifiable and traceable and retention time specified Communication Receive, document and respond to internal and external communications related to OSH Internal communication of OSH information between relevant levels and functions of the organization Concerns, ideas and inputs of workers and their representatives on OSH matters are received, considered and responded to

Planning and Implementation
Initial review Personnel competency, existing legislation, hazard identification and risks to safety and health, planned and existing controls , Review of employee initial health surveillance System planning, development and implementation OHS management system should support legislation Occupational Safety and Health objectives Should be SMART, consistent with OSH policy, documented, communicated and reviewed Hazard prevention-Hierarchy of hazard control –Eliminate, Engineering , administrative control and PPEs Management of change, Emergency prevention, preparedness and response, Procurement contracting

Evaluation Performance monitoring and measurement Have established procedures, define the KPIs, have a mix of both qualitative and quatitative measures, use of both active and reactive measures Investigation of work-related injuries ,ill-health, diseases and incidents, and their impact on safety and health performance Audit- Check on all components of the OHS management system is they are adequate and effective.
