2 Plastic is amongst top 10 industries in India in terms of Contribution.
More than 50,000 industrial units process Plastics. Most of them in MSME providing employment to nearly 4 million human resources. 25,000 Units, bulk of them in informal segment are engaged in recycling and provide employment to nearly 500,000 workers. Total Direct and Indirect Employment across value chain of plastic processing industry is appx. 5.5 Million.

6 Indian Plastics Consumption And Recycling
Total plastic consumption projected in India for 2017 is 14.5 Million ton (excludes Engineering Plastics, Goods & Packaged Goods Imported). Central Pollution Control Board has estimated for Plastic Waste in India : 26,000 TPD : 9.4 MTA* Plastic Waste Recycled : 15,600 TPD : 5.6 MTA Uncollected and littered : 9,400 TPD: 3.8 MTA *PWM 2016 guideline Source : APIC 2016/2017 , Country Paper India …….High Recycling in India supported by Informal sector 13

7 Failure to Collect waste: The real Issue Root Cause is littering
Garbage Vans cannot reach in narrow bylanes of slums, where nearly 40% population of our city lives. They ultimately dispose their daily garbage collected in plastic bag into sewage. Municipal Corporation can deploy bike based special purpose vehicle to serve garbage collection from such difficult to reach areas. It will reduce littering a lot. Root Cause is littering

8 Unique situation in India
Ragpickers who are the “informal” stakeholders in the waste management system are a vulnerable group in India. This unpaid and unrecognised group form an integral part of the waste management eco- system. The number of ragpickers in India is estimated to range between 1.5 million to 4 million.

10 PLASTIC BAN STATUS CURRENT SCENARIO Plastic bags ban
18 States have imposed complete ban on the use of plastic carry bags while in five other States a partial ban was imposed at religious and historical sites. - Source ‘The Hindu’ Single Use Plastics Appx. 16 – 18 states have banned some type of Single Use Plastics. Other states are following the ban trend every few months.

12 WHAT NEXT ?? PLASTIC INDUSTRY IS STILL CONFUSED !! SEEKING ADVICE AND DIRECTION FROM THE GOVERNMENT…

13 INDUSTRY EXPECTATIONS FROM GOVT.
Who is liable ? Percentage of EPR How to quantify the liability? Clarity on Import and Export Which model should we follow ? EPR Location Due to lack of clear guidelines, different assumptions and understanding takes places, which complicates the process.

14 INDUSTRY EXPECTATIONS FROM GOVT.
Uniform Policy across India - One Nation, One Policy Industry expects a practical and feasible EPR model 360 degree view should be considered. Revocation of Closure notice – To support financially, units have to be functional.

16 CONCLUSION Continuation of existing situation for long period will hugely affect industry, employment and economy. Plastic waste is a global challenge India has an unorganized recycling segment which needs to be upgraded Issue of littering can be resolved though EPR funding by adding value to non valued plastics waste This will create additional income stream for unorganized workers EPR framework is yet to evolve It should consider packaging waste in entirety and not only plastics. In plastics, the focus should be on Non- valued waste for targeted resource utilization
