3 Data collection - address
Unique functional address for the UOE data collection managed by Eurostat on behalf of the 3 UOE data requesters. sender receives receipt notification messages are forwarded to UIS and OECD “mailbox” available online to UIS and OECD (circa site) How to use: UOE data submissions and resubmissions should be addressed (“to:”) the unique address All communication during the validation phase should be copied (“cc:”) to the unique address. 14 Data collection - manuals
The Education data collection guidance includes: a. The joint UOE data collection guidance “Concepts and definitions” volume (the so-called UOE manual) and “How to use the electronic questionnaires” (incl. missing codes) b. Instructions for Regional and language Eurostat tables In 2004 the data requesters have decided to improve the UOE manual (simplify and clarify) taking into account: the Eurostat “Short guide on education expenditure statistics” released in 2003 the OECD Handbook on Comparative Education Statistics (to be released in 2004). the results of recent methodological discussions and surveys The revised UOE Manual should be used for the 2004 UOE data collection to be launched by the end of March 2004). 15 Data collection - tables
UOE tables Stability also in 2004 No major changes will be implemented in the UOE questionnaires in 2004. Some changes may be implemented in the ISCMAP table, but these will be clearly indicated in the revised UOE manual, after they are agreed by the data requesters. Eurostat tables – CHANGE New Regional classification adopted (NUTS2003). Input – data Table ENRL 1a: presents a summary picture of the education system complete with particular care (esp. missing codes) and that it is consistent with the rest of the tables in the data collection. especially consistent with the ISCMAP table. Table ENRL2: enrolment adjusted to education finance enrolment adjusted to education personnel always complete Missing codes use consistently (especially “not applicable” and “missing”) follow the instructions in Volume 2 of the guidance Education and Training Statistics WG, January 2004

Data verification Need checking, validation and estimation rules which will be: common for all data requesters transparent for data providers To be agreed by the data requesters before the 2005 UOE on the basis of: what is included under “data verification” in Chapter 3 “Instructions concerning the completion of the tables” of the UOE 2003 manual the checks that have been implemented through macros in the electronic questionnaires the validation procedures that are implemented by the three requester organisations “Verification rules” could be implemented as : a separate volume of the education data collections guidance part of “checking tool” offered to data providers for use at their end. The ETS WG is invited to comment on the issues presented to propose additional issues which should be taken into account in the overall discussion on the education data collections (in view of a future revision of the data collection instruments and processes possibly in 2005) to advise Eurostat on the conclusions, including on the feasibility of a legal basis for the sustainable collection of education data to communicate discussions on the issues to the national actors Education and Training Statistics WG, January 2004
