5 ORGANISATIONS WORLD OVER ARE SUFFERING NOT BECAUSE OF THEIR PROBLEMS, BUT BECAUSE OF IGNORING THEIR PROBLEMS

6 IF EACH RAILWAY EMPLOYEE KNOWS EXACTLY WHAT HE/SHE IS SUPPOSED TO DO AND IS EMPOWERED TO DISCHARGE HIS/HER DUTY WITH NO FEAR OR HINDRANCE, THEN EVERY ONE’S TASK BECOMES EASY. THE PROBLEM ARISES ONLY IF ONE ENCROACHES IN TO THE OTHER OR DOESN’T DO HIS/HER DUTY, AND TRANSFER HIS/HER WORK LOAD TO THE LOWER. IT IS UNFORTUNATE BUT TRUE, THAT TO ACHIEVE UNREASONABLE TARGETS AND TO IMPROVE PERSONAL IMAGE OF THE INDIVIDUALS, SOME OFFICIALS COMPROMISE RULES AND RESORT TO SHORT CUTS FOR SHORT TERM GAINS. OVER A PERIOD OF TIME THESE VIOLATIONS BECOME A NORM FOR OTHERS. PEOPLE AT HIGHER LEVEL KNOWINGLY IGNORE THEM AND LOOK THE OTHER WAY TILL SOME UNUSUAL HAPPENS

7 LET’S ANALYZE FROM THE FOUNDATION:
IRPWM Para 125, Safety of Track – THE P.WAY ENGINEER IS DIRECTLY RESPONSIBLE FOR THE SAFETY OF THE TRACK. IN OTHER WORDS HE IS RESPONSIBLE FOR MANAGEMENT OF ALL TRACK ACTIVITIES. 127(3) QUALITY OF WELDING AND AVOIDABLE FRACTURE- THE DIRECT RESPONSIBILITY FOR QUALITY OF AT WELDING BEING DONE IN THE SECTION SHALL REST ON THE SSE/P.WAY IN-CHARGE OF THE SECTION. IS IT PRACTICALLY FEASIBLE FOR A GROUP ‘C’ EMPLOYEE COMMANDING A GROUP ‘C’ TEAM, WITH NO POWERS TO ENSURE THE ABOVE PROVISIONS?

The answer WILL BE, YES. HOW ? IRPWM SAYS SO ADMINISTRATION IS GOING ON ADDING TO HIS EXISTING DUTY LIST/RESPONSIBILITIES, WITHOUT EMPOWERING OR ENABLING HIM

9 TOO MUCH IS VESTED ON A GROUP ‘C’ INDIVIDUAL (SSE/JE/PWAY) WITH TOO LITTLE STATUS/POWERS THUS P. WAY ENGINEER HAS BECOME A PERMANENT WORRY ENGINEER

10 WHILE HE NEEDS SUPPORT IN THE FORM OF STATUS, POWERS, RESOURCES AND BLOCKS ETC, WHAT HE GETS ABUNDANTLY IS “INSPECTION NOTES, JPOS, CIRCULARS, SAFETY DRIVES ETC”, MAKING IT FURTHER DIFFICULT FOR HIM TO FUNCTION. MOST OF THESE ARE NOT MEANT TO HELP THE FIELD ENGINEERS. BEING IN GROUP ‘C’, SSE/JE/PWAY IS NOT EVEN ALLOWED TO EXERCISE THE POWERS GIVEN TO HIM BY IRPWM.

11 DUTIES OF SSE/P. Way (in overall charge ):
118. General Responsibility – The SSE/P. Way is generally responsible for, Maintenance and inspection of track in a satisfactory and safe condition for traffic. (2) Efficient execution of all works incidental to track maintenance, including track relaying works. (3) Accountal and periodical verification of stores and tools in his charge. (4) Maintenance of land boundaries between stations and at unimportant stations as may be specified by the administration.

12 Practically/Actually SSE/PWAY has to,
Prepare estimates, Rate analysis, plans and proposals. Manage & Execute the works. Management & Accountal of stores worth crores of rupees. Complete inspections of his monthly schedules as per manuals. Maintain land boundaries & manage prevention of encroachments. Establishment matters of staff. Technically Analyze TRC/OMS runs and manage remedial action. Accompany all inspections of officers & manage Compliance. CONTD…

13 Practically/Actually SSE/PWAY has to,
Conduct safety drives, night inspections while doing the above tasks. Manage Night Machine Working. Thereafter routine day’s management & again management of Night Working. Disaster Management, flood affected zone trains /relief management during Floods. To attend jerks/unusual occurrences & manage remedies during night. Sparing evening hours for compliances of Track Management System(TMS), inspections etc. Manage/provide the data required by Division and HQrs round the clock at jet speed. CONTD…

14 Practically/Actually SSE has to,
Spend personal money(snatching children’s rights/facilities) to keep the welding, TRACK MACHINES & Small Track Machines in running, and wait an eternity for recoupment of Expenditure done. Last but not least, MANAGE MANFORCE , MACHINES & MATERIAL, WAIT FOR BLOCK TILL SUNSET and FACE FRUSTRATION & ABUSE by Staff on BLOCK- DENIAL by just a NON-TECHNICAL inexperienced Operating Section Control/ASM. IN SHORT SSE/JE/PWAY BECOMES HELPLESS (DUE TO LACK OF STATUS & POWERS) & FINDs HIMSELF IN MERCY STATE LEADING TO COMPLETELY FAILED EXECUTIVE / MANAGER CONCLD.

15 IF WE KEEP DOING WHAT WE ARE DOING, WE WILL KEEP GETTING WHAT WE ARE GETTING! & RAILWAYS WILL NEVER IMPROVE

16 HOW THE SSE/JE/PWAY IS DEGRADED.
NOW LET’S SEE HOW THE SSE/JE/PWAY IS DEGRADED. His status in the system is inversely proportional to the responsibilities he shoulders. ( NEEDS STATUS UPGRADE TO GROUP ‘B’.) 17 HOW THE SSE/JE/PWAY IS DEGRADED.
NOW LET’S SEE HOW THE SSE/JE/PWAY IS DEGRADED. Non technical, non safety category ministerial staff, accounts, nurses etc who were at par or below PWI/III (Now JE/P.WAY) in 3rd CPC, have been brought above JE and even above SSE/PWAY RESULTING IN FRUSTRATION (NEEDS STATUS UPGRADE TO GROUP ‘B’) CONCLD.

18 FROM 1996 “GROUP ON RAILWAY SAFETY”, 1998 “JUSTICE KHANNA COMMITTEE” TO THE LATEST “REPORT OF TASK FORCE ON SAFETY” OF 2017, ALL ARE UNANIMOUS IN SAYING THAT SSEs/JEs ARE THE BACK BONE & FRONT END MANAGERS OF THE RAILWAY-SYSTEM. THEY ALSO POINTED OUT THAT THEY ARE THE MOST NEGLECTED AND THEIR CONTRIBUTION HAS BEEN DILUTED. ENOUGH INTROSPECTIONS HAVE BEEN DONE BUT NO FOLLOW-UP-ACTION. NO MATTER RELATED TO SSES/JES/PWAY WELFARE FINDS A PLACE IN ANY DISCUSSIONS AT HIGHER LEVEL.

19 PWI (NOW SSE/JE/PWAY) IN OLDEN TIMES:
1. IN THE OLDEN DAYS PWI(NOW SSE/JE/PWAY) WAS FREE TO IMPOSE CAUTION ORDER AS PER THE SAFETY REQUIREMENTS. (NO PWI IN GENERAL IMPOSES ANY SR UNLESS IT IS GENUINELY-WARRANTED). NOW HE HAS NO STATUS LEFT TO TAKE ANY ACTION EVEN FOR THE SAKE OF SAFETY.

20 PWI (NOW SSE/JE/PWAY) IN OLDEN TIMES:
2. ON REQUEST BY SSE/JE/PWAY, SM USED TO ARRANGE BLOCK REGARDFULLY WITHOUT ANY FAILURE. BUT, NOW EVEN ASM TREATS SSE AS FIELD WORKER AND DENIES BLOCKS WITHOUT CONSIDERING SAFETY ASPECTS. LATEST EXAMPLE OF THIS IS ACCIDENT OF UTKAL EXPRESS IN KHATAULI

NOW, EVEN GOODS TRAIN RUNS WITH A SPEED RANGE OF KMPH AND PASSENGER TRAINS RUN AT A HIGH SPEED OF KMPH WITH HIGH TRAFFIC DENSITY. PUSH TROLLEY UNDER BLOCK: PUSH TROLLEY SHOULD ONLY RUN UNDER BLOCK, WHERE THE SECTIONAL SPEED IS 110 KMPH & ABOVE WITH > 10 GMT. ABOVE RULE MUST BE STRICTLY FOLLOWED BY OPERATING DEPARTMENT BY MAKING PROVISIONS IN GENERAL RULES. ADOPTION OF- NO TRACK WORK WITHOUT PROTECTION! FORMULA : ALL TRACKMEN, JEs/SSEs MUST ENSURE THAT THE FIRST & TOP MOST PRIORITY IS “PROTECTION OF TRACK” BEFORE COMMENCEMENT OF WORK. IF THE MANPOWER IS SHORT, TRACK WORK MUST NOT BE TAKEN UP AND IN CASE OF EMERGENCY, ONLY PROTECTION SHOULD BE ENSURED TILL SUFFICIENT ARRANGEMENT.
