1 Task Force on GNB 14 – 15 November
Introduction: Anne Miek Kremer

2 Current situation Lack of data
Many countries do not have the minimum data required to calculate GNB at national and sub-national level Lack of meaning Changes in farming practices are not well captured Lack of transparency Documentation on data, coefficients, method, update etc is missing Lack of harmonisation GNB are not comparable across countries due to the use of different data sources, methods and missing definitions Lack of consistency GNB are not compatible with other indicators such as GHG and NH3 emissions

3 Improvements needed Improve availability and quality data
 Establish data collection system to collect/estimate necessary data to compile GNB at appropriate levels Improve the ability to reflect trends due to changes in farmer practice  Define update frequency of data and appropriate data sources Improve transparency  Quality reporting, metadata, documentation of data sources, coefficients, methodology, update frequency etc Improve comparability across countries Methodology, data sources and definitions must be clearly defined in the Handbook Improve consistency with other policies/indicators  Harmonisation, coordination

4 Long road Several actions will need to be undertaken: setting up data collection, methodology, reporting, etc Need for collaboration with other stakeholders Many data are linked to other policies and indicators, e.g. NH3 and GHG emissions ‘Lego-block principle: data is only collected once and used for many different policies’ Many data are not available, resources are limited Legislation might be needed to achieve data collection Future FSS system

5 Discussion and finalising roadmap CPSA 2012 Adoption roadmap
WG on AEI spring 2012 Discussion and finalising roadmap CPSA 2012 Adoption roadmap Task force 14/ Draft ‘’roadmap’’ (actions) to improve and collect data related to the GNB Expert Meeting Expert Meeting Task force Task force: Data collection / Implementation Task force: Data collection / Implementation Our idea of this process is as follows: this Task Force aims at identifying the necessary improvements and actions to be carried out in detail. These will be discussed in the WG. This finalised road-map will be submitted to the CPSA. Once approved in the CPSA this means that the countries will commit themselves to achieving the identified actions and improvements. In the next stage the identified improvements and actions are carried out. Many actions will relate to the development of methodologies or setting up of a data collection. Some of these actions can not be handled by a normal task force, for instance improving excretion coefficients; these coefficients are often estimated by researchers rather than statisticians. Expert meetings are in that case needed to come to a solution. The outcome of such an expert meeting may however lead to actions to be undertaken by statisticians, for instance collection of specific data etc. The outcome of the expert meeting may therefore need to be discussed in a further Task Force. Other issues might however be directly handled in a normal Task force or Working Group meeting. The results of the actions will be discussed in Working Group meetings and if necessary proposed to the CPSA. In the final stage a handbook is put together describing the compilation of the GNB, the data required, methodological issues, definitions etc. Rules for quality reporting will be established. And a validation procedure is established. This step could include if necessary the establishment of legislation. The final results will be presented to the CPSA for adoption.
