Thanks for intro Was asked to speak months ago Lots has happened in last few weeks, culminating with our board voting to explore non-governmental business models We are a government structure today, government is not built to compete, and we are in a competitive industry Shrink or grow While the board work and community discussion will be ongoing, I think todays topic is perfect for demonstrating how our day to day job of increasing and protecting tomorrows water resources continues 2019 AIF Water Forum Paul Steinbrecher, V.P. and Chief Environmental Services Officer

Specify performance, and technologies Regs finalized for groundwater recharge (2014) Regs finalized for Surface Water Augmentation (2018) Developing DPR regs (expected 2023) Agencies have lots of resources to study things Need for projects understood, and growing demand, but… Expensive and time consuming to implement SWRCB established an Expert Panel Determined, yes, feasible to develop DPR criteria Identified 6 specific research needs to be conducted concurrently with developing DPR criteria Originally projects all necessity driven Now becoming more water portfolio driven to support growth and reductions/caps on federalized water Nice mountains and coast. DPR outreach workgroup formed Regulators, utilities, consultants, NGOs, Researchers Have a long term process – implementing workplans for: Framework Development Public Engagement Technical guidance Will culminate in legislation/regulation In 2016, WateReuse Colorado formed a DPR Regulatory Workgroup Recommendations for DPR regulations in A DPR Outreach Workgroup was formed Goal: to develop messaging and materials to support Colorado utilities WateReuse Colorado Provided funding to support workgroups Next Steps – Grant from CWCB Assist regulators in develop DPR regulation, which would require legislative approval Workgroup members include representation from key local and national partners Colorado regulators Utilities, Consultants NGOs Research Developing Regulation, Policy, and Guidance documents First project 5-10 years NATIONAL OVERVIEW OF STATE POTABLE REUSE REGULATORY DEVELOPMENT
