History of Perkins is fascinating – much like the first Adult Literacy Act was about getting people to 8th grade ed level; the first Perkins leg was about actually helping stay in ed/training beyond 8th grade by providing financial resources that would allow a person to keep learning and earning
Perkins V -- much like WIOA is a federal investment in a larger system (state funds FAR outweigh federal nationally; federal system is one part of community commitment to literacy), Perkins builds a federal framework for CTE

33. Recognized Postsecondary Credential
Perkins V = The term ‘‘recognized postsecondary credential’’ has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102). WIOA = “The term ‘recognized postsecondary credential’ means a credential consisting of an industry-recognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the State involved or Federal Government, or an associate or baccalaureate degree.” PL Sec 3(52)

47. Ability to Benefit: Equity in Federal Financial Aid
Ability to Benefit is federal legislation that passed in 2014 and aligns to the definition of career pathways advanced in WIOA and in Perkins V.
It allows students without a high school credential to apply for federal financial aid.
Students must either earn six college credits first or pass an approved ATB test.
