Bill signed into law as Public Law on July 31, 2018 Effective July 1, 2019 Transition Year; July 1, 2020 Full Implementation History of Perkins is fascinating – much like the first Adult Literacy Act was about getting people to 8th grade ed level; the first Perkins leg was about actually helping stay in ed/training beyond 8th grade by providing financial resources that would allow a person to keep learning and earning Perkins V -- much like WIOA is a federal investment in a larger system (state funds FAR outweigh federal nationally; federal system is one part of community commitment to literacy), Perkins builds a federal framework for CTE 7 m secondary students 4 m postsecondary students Perkins $ federal to state to locals In WI, WTCS

Career Pathway A combination of rigorous and high-quality education, training, and other services that – (A) aligns with the skill needs of industries in the economy of the State or regional economy involved; (B) prepares an individual to be successful in any of a full range of secondary or postsecondary education options, including apprenticeships …; includes counseling to support an individual in achieving the individual’s education and career goals; includes, as appropriate, education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupation or occupational cluster; organizes education, training, and other services to meet the particular needs of an individual in a manner that accelerates the educational and career advancement of the individual to the extent practicable; enables an individual to attain a secondary school diploma or its recognized equivalent, and at least 1 recognized postsecondary credential; and helps an individual enter or advance within a specific occupation or occupational cluster.

33 Recognized Postsecondary Credential
Perkins V = The term ‘‘recognized postsecondary credential’’ has the meaning given the term in section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102). WIOA = “The term ‘recognized postsecondary credential’ means a credential consisting of an industry-recognized certificate or certification, a certificate of completion of an apprenticeship, a license recognized by the State involved or Federal Government, or an associate or baccalaureate degree.” PL Sec 3(52)

37 Accountability: Target Setting
No state-federal negotiations Repeals the requirement for states to negotiate performance measures with the Secretary. States set their own measures and include them in the State Plan. Ability to Disapprove Plan Secretary has the authority to disapprove a State Plan if measures do not meet certain requirements. Retains local-state negotiations Retains the requirement for locals to negotiate performance measures with the State or accept the State determined levels of performance.

47 Ability to Benefit: Equity in Federal Financial Aid
Ability to Benefit is federal legislation that passed in 2014 and aligns to the definition of career pathways advanced in WIOA and in Perkins V. It allows students without a high school credential to apply for federal financial aid. Students must either earn six college credits first or pass an approved ATB test.

48 Ability to Benefit: A Lifejacket for Students
Workforce funding and Opportunity Grants currently provide excellent support to students. Access to Federal Pell Grants completes the picture Helps students pay for their education Grants students money for living expenses ATB is the funding solution for increased enrollment, retention, and completion of our college programs.
