4 Civil Society Action Programme (C-SAP)
Guides civil society to prioritise and focus its work as well as donors, governments, researchers and other partners who provide financial and technical support to civil society Has 8 Strategies and 90 Actions closely aligned with the 6 Strategies in the CLME+ SAP Civil society = Local, national, regional: non-profits fisherfolk organisations social enterprises

5 Strategies 1-3 focus on civil society contributing to managing the three key ecosystem types
