Solution: Re-route water from existing outfall into a new catchbasin on the north side of street. Then pipe to a new manhole in the intersection of Heimark and Swallowsnest Loop. The water was piped from the manhole to a new Bubble up further south of Heimark and Swallowsnest Loop.
