2 Carl D. Perkins Born in 1915, Carl Dewey Perkins was a member of the US House of Representatives from the state of Kentucky serving from 1949 until his death in 1984. The Carl D. Perkins Act was first authorized by the federal government in 1984 and reauthorized in Named for Carl D. Perkins, the act aims to increase the quality of technical education within the United States in order to help the economy. The Perkins Act provides almost $1.3 billion in federal support for career and technical education programs in all 50 States. Carl D. Perkins SGM

3 The Carl D. Perkins Career and Technical Education Act
Provide students with the academic and technical skills needed to succeed in a knowledge- and skills-based economy. Perkins supports career and technical education that prepares its students both for postsecondary education and the careers of their choice. The purpose of the Carl D. Perkins Career and Technical Education Act of 2005 (Perkins IV) is to assist states in developing a comprehensive system of Career-Technical Education. Carl D. Perkins SGM

Ensure and promote the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary and post secondary education for participating CTE students. Through the implementation of the 5 Year State Plan under Perkins, New Mexico seeks continued improvement in Career-Technical education programs by moving toward the deployment of the framework for 21st century learning at the secondary and post secondary levels using the career clusters framework. 6 Perkins POS Incorporates and aligns secondary with postsecondary education elements Includes academic and CTE content in a coordinated, non-duplicative course sequence Offers the opportunity for secondary students to acquire postsecondary credits Leads to an industry-recognized credential/certificate (postsecondary) or an associate or baccalaureate degree. Authorized Agent to Receive Perkins (NMSA ) New Mexico Public Education Department Delegated responsibility to administer Perkins; this includes the postsecondary set-aside Policy and Program Division Act as the representative of the commission in administering any state plan or federal aid funds relating to vocational education College and Career Readiness Bureau Delegated responsibility to administer the day-to-day operations of Perkins Carl D. 11 Who Receives Funding? Perkins Basic Grant funds are provided to states that, in turn, allocate funds by formula to secondary school districts and postsecondary institutions. The College & Career Reading Program, with New Mexico Public Education administers this grant for New Mexico. Carl D. Perkins SGM

13 Nine Required Uses Requirements for Uses of Funds:
Funds made available to eligible recipients shall be used to support career and technical education programs that: Carl D. Perkins SGM

14 Required Use #1 Strengthen the academic and career & technical skills of students participating in CTE programs by strengthening the academic and CTE components of such programs through the integration of academics with CTE programs through a coherent sequence of courses. Carl D. Perkins SGM

15 Required Use #2 Link CTE at the secondary level and CTE at the postsecondary level. Carl D. Perkins SGM

16 Required Use #3 To provide students with strong experiences in the understanding of all aspects of an industry, which may include work-based learning experiences. Carl D. Perkins SGM

17 Required Use #4 Develop, improve or expand the use of technology in CTE. Carl D. Perkins SGM

18 Required Use #5 Provide professional development programs to teachers, faculty, administrators, and career guidance and academic counselors who are involved in integrated CTE programs. Carl D. Perkins SGM

19 Required Use #6 Develop and implement evaluations of the CTE programs carried out with funds, including an assessment of how the needs of populations are being met. Carl D. Perkins SGM

20 Required Use #7 Initiate, improve, expand, modernize quality CTE programs, including relevant technology. Carl D. Perkins SGM

21 Required Use #8 Provide services and activities that are of sufficient size, scope, and quality to be effective; and Carl D. Perkins SGM

22 Required Use #9 Provide activities to prepare special populations, including single parents and displaced homemakers who are enrolled in CTE programs for high-skill, high-wage, or high-demand occupations that will lead to sufficiency. Carl D. Perkins SGM

Purchasing equipment to ensure that the classrooms have the latest technology Providing career guidance and academic counseling services Providing professional development and technical assistance for teachers, counselors and administrators Supporting career and technical education student organizations. 31 Funding Limits Career and Technical Education Programs must have sufficient local and state funds to enable them to operate without federal Perkins funds. Perkins funds are to be used to supplement, upgrade and improve Career and Technical Education programs and not simply to maintain the program at its current level. Carl D. Perkins SGM
