EU, UN and CO currently have different systems Lower annual budget impact than cost-of-living adjustments = possible justification for a simpler EU approach (automatic) in next reform of Staff Regulation Intra-EU: specific methodology using price data available from large-scale collections (HICP, ECP) Extra-EU: UN monthly publication, used by Eurostat to establish Hotel Ceilings …and Daily Allowances in 56 places where can’t use CC

7 EU Member States are also in sample for Coordinated Organisations: BE, DE, ES, FR, IT, LU, NL, UK Since 2018, joint ESTAT/ISRP data collection - considered effective, efficient and economic European Patent Office and EuroControl also require A65 data for their Staff Regulation purposes

10 Related collaboration: Benchmarking (see also agenda point 20.1)
UN requirement enshrined in Staff Regulations ("Noblemaire" principle - in essence, ensure ability to recruit/retain even from higher-income countries) Occasional comparisons by EU and by Coordinated Organisations, notably to inform periodic reforms Obvious EU comparator = other international organisations, competing for similar staff profile Opportunity to agree on methods and embed regular collection in information systems
