In the school year, member schools voted to form districts for regular season football scheduling.
Two factors determine district placement: enrollment & geography.
Football teams will begin district play in the fall of

4. FOOTBALL DISTRICTS
The IHSA posted a list of potential districts in the Schools Center last spring.
There will still be 8 classes of 11-man football.
8-man football is growing in popularity at several small schools around the state.  As more teams choose 8- man football, that affects district placement for some 11-man schools.
The membership will discuss football by-law proposals at Town Meetings, including one proposal that aims to repeal the district by-law before it has a chance to go into effect in (more to follow)

5. Basketball: 2020-2021 Restructuring
Over a year ago, the IHSA Board charged the IHSA staff with looking at ways the basketball state finals could be restructured.
Move the 3A/4A Boys State Finals away from the NCAA tournament's opening weekend.
Allows girls and boys teams to have their own nights for fan support and media coverage.
Decrease the tournament weekends from 4 to 2 which should decrease many operating expenses.
Decreases the number of State Final playing dates from 8 to 6.
IHSA staff looked at several possible options and conducted webinars last April for school administrators to explain this model.
Member schools and the Basketball Advisory Committee members also had an opportunity to share their opinions on the proposal during that time.

8. New starting with  
Schools hosting any IHSA post season events starting with the school year will be required to have an AED onsite and available during all contests.
This will include outdoor and off-site events such as cross country, golf, bowling, etc.
Schools will be asked if an AED is available for their event when the host requests are sent out, in order to host schools must select ‘Yes, an AED is available’.

9. Pre-Game Medical Huddle
Prior to the start of each contest officials are to ask coaches:
1. Do you have medical personnel (athletic trainer, team physician, nurse practitioner, or physicians assistant) at today’s event?
If YES, where is he/she located?
Students who are removed from the contest, because of a head injury or concussion symptoms, are allowed to return to play that day if given clearance by their school-approved medical personnel.
If NO, play the game anyway.
If school-approved medical personnel is not present, students from that school who are removed from the contest because of a head injury or concussion symptoms are not allowed to return that day.
2. Has the visiting team’s administration given permission for the home team’s medical personnel to clear participants to return to play after a head injury or concussion symptoms?
If YES, the home team’s medical personnel will cooperate with the visiting team as necessary.
If NO or I DON’T KNOW, play the game anyway.
If school-approved medical personnel is not present, students who are removed from the contest because of a head injury or concussion symptoms are not allowed to return that day.
3. Is there an AED at the contest?
If YES, where is it located, and who is responsible for it if we need it?
Officials must submit a Special Report in the Officials Center if they officiated a contest at a site where an AED was not available.

10. Youth Sports Safety Act
Highlights of the Youth Sports Safety Act:
Each school board in the state of Illinois shall adopt a policy regarding student athlete concussions and head injuries that is in compliance with the protocols, policies, and by-laws developed by the Illinois High School Association.
Each school district must use education materials provided by the Illinois High School Association to educate coaches, student-athletes, and parents/guardians of student-athletes about the nature and risk of concussions and head injuries, including continuing play after a concussion or head injury.
The formation of Concussion Oversight Teams (COT) at all public, private, or charter schools.  The COT’s primary function will be to develop return-to-play and return-to-learn protocols for students believed to have experienced a concussion.  The protocols should be based on peer-reviewed scientific evidence consistent with guidelines from the Center for Disease Control and Prevention.  These teams can contain a range of individuals based on the resources available to the school in their community or neighborhood but must include one person who is responsible for implementing and complying with the return-to-play and return-to-learn protocols.
No later than September 1, 2016, all interscholastic coaches and licensed officials will need to complete a training program of at least two hours on concussions.  Coaches, nurses, and game officials must provide the school or district with proof of successful completion of the training.  Training must be completed every two school terms.  Head coaches and assistant coaches must complete the required training as well as members of a school/district’s COT.

11. Youth Sports Safety Act
Public, Private, and Charter schools must also develop a school- specific emergency action plan for interscholastic athletic activities to address the serious injuries and acute medical conditions in which the condition of the student may deteriorate rapidly.  There are certain provisions the plan must include and it must be reviewed by the COT before being approved by the school.  The plan must be distributed to appropriate personnel, posted at the school, and reviewed annually. 

12. Emergency Action Plan
Have a plan for each facility (practice and competition)
Have your Concussion Oversite Team review the plan
Practice the plan regularly with your coaches, players, volunteers, etc.
Who will get the AED/ Athletic Trainer
Who will call 911
Who will meet EMS
Post copies of the plan around your facility

Expected that committee will make a presentation to the Board of Directors in December on their progress
