Speech Development Structure—did the speech have a clearly defined opening, body, and conclusion? Organization—Was the speech organized so that the speaker’s ideas were lucid and flowed well? Could the listeners perceive them, visualize them, and follow their logic? Flow—Did the speaker move smoothly from idea to idea, using effective transitions? Purposeful—Did the speaker show a clear and well-defined purpose in the speech? Pace—Did the speech move along gracefully? Support—Did the speaker marshal facts, examples, and illustrations to support their positions? Scores: Excellent 15; Very Good 12-14; Good 10-11; Fair 0-9

Effectiveness Connection—How did the audience react to the speech and to its subject matter? Relevance—Did the audience find the content relevant and appropriate to the occasion? Did the speaker consider the audience and the occasion during speech preparation? Clarity—How well did the audience understand the speaker's goal? Purpose—categorize the speech intent as entertainment, informative, persuasive, or inspirational. Success—Compare the speaker’s intent with the reality of the accomplishment. WHAT MAKES A SPEECH SUBSTANTIALLY ORIGINAL? NO LARGE AMOUNTS OF QUOTED MATERIAL PROPERLY CITED SOURCES NO PLAGIARIZING 25% OR LESS OF THE SPEECH MAY BE DEVOTED TO QUOTING PARAPHRASING OR REFERENCING ANOTHER PERSON’S CONTENT AND THIS MUST BE IDENTIFIED DURING THE PRESENTATION

47 ORIGINALITY PROTESTS IF AS A JUDGE YOU FEEL THAT A CONTESTANT’S SPEECH IS UNORIGINAL… YOU PROTEST: BEFORE THE WINNERS ARE ANNOUNCED… ANY JUDGE OR CONTESTANT MAY PROTEST TO THE CHIEF JUDGE OR CONTEST CHAIR THE CHIEF JUDGE GATHERS THE JUDGES TO DISCUSS THE SPEECH THE CONTESTANT IS INVITED TO DISCUSS THE ALLEGATIONS AFTER HE LEAVES, THE JUDGES VOTE THEIR DECISION IS FINAL

49 THE BREAKER JUDGE Before the contest, the chief judge selects a member to act as a Tie breaking judge His identity is secret and known only to the chief judge The Tie breaking judge does not attend the judges briefing The Tie breaking judge’s guide and ballot will be provided by the Chief judge before the beginning of the contest and collected by him at the end
