3 Bylaws and Policy Development Committee
Serves as the “reference committee” for AACP Receives all of the business for the House, including resolutions, policy statements, bylaws changes Convenes an open hearing for member input and clarification Can modify/amend policy language Recommends adoption, rejection, referral for each policy that comes before the House Laura Borgelt, 2019 BPDC Chair Open Hearing: Bylaws and Policy Development Committee Tuesday, July 16th at Noon

4 Duties of the House The duties of the House shall be:
to determine the educational policies of the Association to ratify, reject, or refer back to the Board of Directors any Association policies established by the Board of Directors between meetings of the House to approve the Association's strategic plan as developed by the Board of Directors to elect a Speaker-elect on even numbered years

The duties of the House shall be: to approve institutional memberships to review programs established by the Board of Directors to set the annual dues for the members of the Association as described in Article IV of AACP Bylaws to adopt and amend the Bylaws of this Association

6 How Are Policies Forwarded?
AACP policies come before the HOD in one of three pathways: A proposed policy statement in an Association standing committee report A proposed policy resolution from an organizational unit (BOD, council, section, group of AACP members) A BOD-established policy between meetings of the House of Delegates

7 How Are Policies Accepted?
AACP policies are accepted in one of two ways: Affirmative vote (majority) of the AACP House of Delegates BOD vote on policy it establishes between meetings of the HOD (2/3 majority required) ; that policy must subsequently be approved by the House by majority vote.

8 Policy Statement vs Recommendation
Policy Statement (Professional Affairs Committee, 2009) Policy Statement 1: AACP supports activities by colleges and schools that enhance the quality and quantity of residency training programs in all pharmacy practice settings and recognizes that residency training is an essential element in the preparation for practitioner-educator faculty roles. Committee Recommendation (Academic Affairs, 2011) Recommendation 1: AACP should convene a CAPE-like taskforce/panel to develop outcomes related to traits in the affective domain such as self-efficacy, self-assessment, reflection, entrepreneurship, leadership and advocacy.” 

9 What Happens to Adopted Policies?
Example – Support of Residency Programs The AACP voted to provide annual financial support to the ASHP Commission on Credentialing We provide candidates for 1 seat on the COC on an ongoing basis and staff participate in biannual meetings AACP has worked with ASHP and other organizations to strengthen the resources that encourage residents to prepare for academic careers

10 What Happens to Recommendations?
Example: Develop New CAPE Outcomes Committee recommendation reviewed by Board and forwarded to the AACP Strategic Planning Committee A new CAPE panel was appointed jointly with JCPP organizations and set about an 18-month process of CAPE competency redevelopment CAPE Domains became Standards 1 – 4 in ACPE Standards 2016

11 2019 Policy Webinar Upon receipt of the Bylaws and Policy Development Committee (BPDC) Draft Report, all Delegates are invited to participate in a policy Webinar to: Inform the Executive Council of any additional background information needed for full consideration of a proposed policy Provide a forum for discussion of the policy prior to the formal discussion and votes on proposed policy at Annual Meeting

12 Membership Resolutions
There are no membership requests at this time. Action by the ACPE Board of Directors in June 2019 may change this item of House business.

13 Proposed Policy Statements
Source: Gloria R. Grice as an individual, supported by six additional AACP members  AACP supports an emphasis in pharmacy education on the pharmacists’ responsibility for contributing to the diagnostic process to help minimize errors and maximize patient safety.

Source: Professional Affairs Committee AACP believes that Continuing Professional Development (CPD) significantly contributes to the concept of life-long learning for all administrators, faculty, staff, preceptors, student pharmacists, and alumni. [Note: The PAC recommends revising and archiving the current AACP Policy Statement (Section of Continuing Professional Education, 2003): AACP should support the concept of Continuous Professional Development (CPD)]

Source: Argus Commission AACP advocates for expansion of experiential learning opportunities, including IPPEs, APPEs and residencies, in clinical and research environments operated by all federal agencies.

Source: Argus Commission AACP encourages expansion of curricular and co-curricular content that informs student pharmacists of career opportunities in clinical, research and administrative positions in all relevant federal agencies.

22 Proposed Amendments to Current Policies
AACP encourages a culture of intellectual curiosity, and entrepreneurship, and nurturing agents of change in schools /colleges of pharmacy. This would include, but is not limited to, member institutions modeling the behavior of creating agents of change and evolving practice models. 23 Proposed Amendments to Current Policies
AACP and colleges/schools of pharmacy should promote programs of faculty development that enable pharmacy practice faculty to be successful in scholarly and research activities. Such programs should provide opportunities for faculty to develop skills applicable to translational, basic, and/or educational sciences. (Source: Bylaws and Policy Development Committee. 24 Proposed Amendments to Current Policies
AACP supports the use and development of emerging and innovative technologies, including but not limited to serious games and simulation, to enhance pharmacy and interprofessional education. (Source: Bylaws and Policy Development Committee; Original Source: Academic Affairs Committee, 2014)

25 Proposed Amendments to Current Policies
The Association AACP encourages colleges/schools to foster and support clinical faculty members in conducting research, including the development, demonstration, documentation and evaluation of innovative practice roles. and the Association AACP recognizes that such research activities are appropriate for clinical faculty members in tenure-tracks. 26 Recommendations to Archive Existing Policies
The BPDC recommends archiving a total of 11 past policies. See BPDC report and Attachment A.

27 From Today to July 14th Read the Committee Reports posted to the HOD Connect Community Discuss the proposed policies and other business with those at your institution Review the June HOD Bulletin which will include links to all the relevant material, including the AACP Annual Report Participate actively in all delegate events as described in the Bulletin you received
