2. Global efforts to stop AIDS and TB epidemics should remain in the focus of the international community.
AIDS epidemic is not just an issue of public health.
It’s also an issue of human rights - gender equality, economic empowerment, sexual and reproductive rights, LGBT rights, etc.
AIDS epidemic brought to light the problems of women, children, men who have sex with men, transgender people, people who use drugs, ex-prisoners and made the governments and society recognize their existence.

3. Transition from donor to government funding is important but impossible without political will and international support.
Shifting global priorities will change local priorities.
No AIDS in global agenda = no AIDS programs in national budgets.
No international funding for AIDS programs = zero public funding in developing countries with high HIV burden.

Moving focus from HIV
will decrease political will of governments and throw back the achievements that we gained so far.

5. Political will should have understandable and clear meaning
Political will should have understandable and clear meaning. Main factor is life.
When the goal is saving millions of lives the goal of political will is clear.
When the goal is just developing programs for the sake of programs and achieving indicators then we don’t need such political will.
We believe that the people who will die due to the lack of political will can become a good stimulus for politicians to act.

6. Each country must set a specific goal - how many lives will be saved as a result of political will.
Or put a negative indicator - how many people will die if efforts to overcome the epidemic are insufficient.
Focus is the key to success in the fight against AIDS over the past 15 years.

7. Lack of focus on the problem will not just lead to poor performance in the reports. It will lead to funerals, ruined lives of orphans and parents who loose their children.
The main focus of political will is
a life that must be protected and pulled out of the clutches of AIDS.
