He appointed officials, controlled the army, influenced the legislature & conducted foreign affairs

Created the Napoleonic Code which brought about many revolutionary ideas:
Equality before the law
2) The right to choose a profession
3) Religious toleration
4) Abolition of serfdom
The code forbade privileges based on birth, allowed freedom of religion, and specified that government jobs should go to the most qualified

Denied special privileges to: clergy & nobility Developed a capable bureaucracy – government officials received jobs & promotions based on ability Did not grant: Freedom of the Press – shut down 60 of France’s 73 newspapers & he also banned certain books

Napoleon made a mistake known as the Continental System
He tried to blockade Britain & disrupt their trade, but it ended up hurting France
Signed an agreement to czar Alexander I to not trade with GB
Europe sealed off from GB except for the Iberian Peninsula
