1 POLICY BULLETIN Guidelines for the Required English Learner Advisory Committee and School Site Council Revised 8/18/2015

2 Purpose Bulletin aligns the function and operation of all mandated school councils/committees. It aligns with the purpose and goals of the Parents As Equal Partners Resolution and the requirements set forth by District, state and federal policies.

3 Parent, Community and Student Services
Structure School School Site Council English Learner Advisory committee Local District ELAC Delegate Convening (Annually) One ELAC Delegate Convening will be held per Local District Parent, Community and Student Services Community Advisory Committee District English Learner Advisory Committee Parent Advisory Committee

4 School Site Council School Site Council (SSC):
SSC elections must occur at the start of the school year so that all parents and staff have an opportunity to participate. Ensure that all federal parental involvement mandates are met, specifically: the creation of the school-level Title I Parent Involvement Policy the creation of the Title I School-Parent Compact the development of the Title I parent involvement budget the proposed expenditures of all categorical funds the development of the comprehensive school safety plan Note: Elections taking place in the spring semester are not permitted and will be voided.

5 English Learner Advisory Committee (ELAC)
Schools with 21 or more English learners must form an English Learner Advisory Committee (Education Code (b); BUL page: 9) ELAC’s purpose is to provide recommendations to the SSC regarding the five(5) mandated topics based on the student performance and parent involvement data. (BUL page: 10) Single Plan for Student Achievement School’s Language Census Importance of Regular School Attendance Master Plan for English Learners School Needs Assessment Must be established and have elected officers by September 30, 2015 Abide by standard bylaws provided by PCSS .

6 District English Learner Advisory Committee Delegate Convening at Local Districts
The Chairperson will automatically serve as the school’s representative to the ELAC Delegate Convening at each local district. Each Local District elects 8 representatives and 2 alternates to serve on DELAC. ELAC Delegate Convenings must be completed by the end of October. NOTE: No alternate, including the Vice Chairperson, will be allowed to participate in the ELAC Delegate Convening

7 District English Learner Advisory Committee (DELAC)
The DELAC advises on matters pertinent to programs included in the applicable pages of the Consolidated Application. Composition and selection 48 members total 12 alternates All members are parents of English learners Members are elected at the ELAC Delegate Convenings Meets 8 times per school year, not including trainings and/or special meetings Members and officers will serve for the duration of the school year First meeting/election of officers will be held on Thursday, November 12, 2015.
