3 Objective The objective of this session is to share Sierra Leone’s progress and challenges in the journey towards Universal Health Coverage with specific lessons from the implementation of a GF Malaria Grant

9 Challenges Limited Public Financing for Health – e.g. 80% of country’s FHCI is funded by external partners Conflict between development vs politics Poor Health Workforce Poor Accountability – national and service delivery level Limited coordination among CSOs In leadership roles, accountability is the acknowledgment and assumption of responsibility for actions, products, decisions, and policies including the administration, governance, and implementation within the scope of the role or employment position and encompassing the obligation to report, explain and be answerable Thus, in the following pages I will try to highlight the main characteristics of four forms of accountability: (a) political accountability, (b) administrative accountability, (c) professional accountability –within the framework of administrative accountability–, and (d) democratic accountability.
