The first part of today’s webinar will cover recent and forthcoming IPEDS changes; The second part will cover recent and forthcoming changes to academic and occupational coding, known as CIP-SOC 2020. 8 Deadline for keyholder registration
Institutional Research & Planning Calendar for August 28 September 4 The data collection calendar is very similar to previous years. Registration opens in early August and must be completed before any Fall survey components can be locked. If a keyholder has not registered by August 28, a letter will be sent to the CEO requesting appointment of a new keyholder. For Fall Components only, the Prior Year Revision System opening date differs from the Current Year Collection data – the Revision System opens September 11. In the “Some” category, there will also be two check boxes – -          At least one program in this CIP code in this award level has a mandatory onsite component. -          At least one program in this CIP code in this award level has a non-mandatory onsite component.

12-Month Enrollment: Disaggregate UG students by race/ethnicity and gender into the following categories: FT/PT first-time degree/certificate seeking FT/PT transfer-in degree/certificate seeking FT/PT continuing/returning degree/certificate seeking FT/PT non-degree/non-certificate seeking We currently report students by race/ethnicity and by gender at the undergraduate and graduate level – this would disaggregate the undergraduates into four separate groups.

I have no idea what the form will actually look like, but this is the info they will collect

Libraries: Digital/Electronic Serials in Digital/Electronic Circulation: usage whether viewed, downloaded, or streamed Library staff by FTE The AIR webinar will spend a significant portion of time on library reporting. If library data is reported outside of your IR office, it would probably make sense to have the reporter view the library portion of the AIR webinar. It goes into significant detail about e-serial reporting, including data sources and definitions. Your librarians may already have up-to-date information on these changes. The electronic serials and electronic serials usage definitions were developed by the Association of College & Research Libraries (ACRL), American Library Association (ALA), and the Association of Research Libraries (ARL) IPEDS Task Force.

Institutional Research & Planning 2019 Graduation Rates, 200% Graduation Rates, Outcome Measures For systems of coordinated institutions (multi-campus system), students are to be identified as transfer-in students upon entering an institution from another institution within the same coordinated system; students are to be identified as transfer-out students when leaving an institution to enroll into another institution within the same coordinated system. So for example, Ohio State currently refers to students who switch campuses within the OSU system as campus change students, and not as transfer students. We will have to count them as transfers now, and this will drop the graduation rates for our regionals.

This applies to degree-granting GASB, private-not-for-profit and publics using FASB, and private for-profits.

22 CIP Code Overview National Center for Education Statistics (NCES)
Classification of Instructional Programs (CIP) CIP is a taxonomy of instructional programs that provides a classification system the thousands of different programs offered in higher education. NCES updates CIP codes about every 10 years to make sure they accurately reflect the changing landscape of programs at institutions, as new fields of studies emerge new CIP codes are developed to better track students through programs and into the job market. Last CIP update was 2010. CIP revisions will begin to be reported for Spring 2020 reporting cycle (IPEDS) and same cycle or after for HEI.

34 Strategy #1 – Analyzing CIP codes for state share of instruction (programs)
Review the table that matches CIP codes to HEI subject fields and discipline areas For purposes of associate degree weights, look at page four of the SSI handbook to see the crosswalk  Finally, you look at the SSI spreadsheets tab that matches up to the table on page four to see the estimated payouts by degree. Tab is called completion model cost.  If you are a public institution, the updated CIP codes are a great reason to review your CIP codes to ensure they accurately reflect the WEIGHTED subsidy formula. For today’s presentation, we will just talk about program codes as weighting for courses is more complex and involves course level in addition to CIP – not enough time. But remember that 25% of formula reflects degrees and certificates (at least for community colleges), and here is how to find crosswalk.

Great example is the CIP code you use for cybersecurity. When we first adopted the program, we had a Cyber/Computer Forensics and Counterterrorism , problem is this gives you the same weight as police academy. Need to make sure you are hitting a CIP that goes back to natural science Computer and Information Systems Security/Information Assurance

36 CIP to SOC mapping Federal mapping of academic program codes (CIP) to standard occupation codes (SOC) is good place to start but you still might be able to drive one of these through the mapping. Also, not updated to CIP Important to understand regional context. Non-licensure job that may require bachelor in Columbus can be had with associate degree in rural area. What’s new in the 2018 SOC In comparison with the 2010 SOC, the 2018 SOC had a net gain of 27 detailed occupations and 1 minor group. The net number of broad occupations fell by 2 and the number of major groups remained unchanged. The 2018 SOC system contains 867 detailed occupations, aggregated into 459 broad occupations. In turn, the SOC combines these 459 broad occupations into 98 minor groups and 23 major groups. Of the 867 occupations in the 2018 structure, 391 remained completely unchanged from the 2010 SOC, 355 had at least a definition change, 131 had at least a title change, and 115 had at least a code change. Most of the definition changes (254) were editorial revisions or clarifications that did not change occupational content. Therefore, no substantive change occurred for about 88 percent of the detailed occupations in the 2010 SOC. Occupational areas with significant revisions and additions included o Information technology (minor group Computer Occupations) and o Healthcare (major groups Healthcare Practitioners and Technical Occupations and Healthcare Support Occupations)
