5 Measuring and assessing organised crime in the Western Balkans Albania, Bosnia and Herzegovina, Montenegro, Serbia, North Macedonia and Kosovo under UNSCR 1244 Definition and implementation of a statistical framework for measuring organised crime Creation of a regional data repository to collect, store and disseminate data and indicators on organised crime Targeted surveys on selected topics relevant to organised crime Targeted technical assistance to improve data collection Regional report on organised crime in the Western Balkans The Measuring and assessing organized crime in the Western Balkans is a three-year project, launched in 2016 and funded by EC DG NEAR. The first output has been recently completed and the second will be completed in a few months. Output 1 is the creation of a statistical framework which is composed of a logically consistent and comprehensive set of indicators alongside solid metadata to help measure and monitor organized crime. The framework has a focus on four areas to monitor trends and patterns of organized crime in the region: Evidence of illegal activities committed by organized criminal groups. The objective is to assess their prevalence and functioning in countries and territories of the region. Some activities which we have discussed are drug trafficking, trafficking in persons and money laundering among others Type and level of the criminal justice response to organized crime. These are indicators on activities undertaken by law enforcement and criminal justice authorities to investigate and prosecute cases in relation to organized crime. Estimated of economic value of organized crime illicit activities – where possible. The idea is to develop indicators to provide estimated on income generated by illegal activities. And these will only be provided for those activities where sufficient information is available. And analysis of the organized crime groups modus operandi. These indicators aim to describe composition and way of operating of organised criminal groups and they should provide information on aspects related to the organization of these groups and on the way they perpetrate criminal activities. The framework was developed and tested through the data availability assessment conducted in each country and territory.

6 Statistical Indicator Framework – Quick stats
The data availability assessment took place in each of the six countries and territories under the project. In total, 57 institutions and 140 persons were interviewed in statistical offices, law enforcement agencies, prosecutors offices, courts, prisons and others. Data was then categorized by availability, with green color meaning ready to be collected, yellow meaning available with extra work (usually manual extraction of data) and red meaning not available. The average availability of the data at the country level was 36% and 37% across the board. If all data from green and yellow indicators were to be collected, we would have over 70% of the picture available. This slide shows the data availability by criminal activity for all countries. Homicide, trafficking in persons and smuggling of migrants have the best availability of data, while cybercrime and financial crimes have the least.
