From Bill Coleman –

2 Category GVM (kg) Reference mass (kg) Proposal, effects & justification M1 & N1 Include in “R-WLTP” R-49 approval acceptable in EU & 58A CPs No effect on IWVTA as R-49 is not yet included > 2840 Exclude from “R-WLTP” These vehicles would have to take local approvals for Japan Otherwise EU would be forced to accept out of scope vehicles M2 ≤ 3500 M2 & N2 > 3500 ≤ 2380 These vehicles would have to take local approvals for EU Otherwise Japan would be forced to accept out of scope vehicles JP LD - EU HD JP HD - EU LD JP LD - EU HD Opt JP HD - EU LD Opt

3 Fact: IWVTA is restricted to M1 vehicles for the foreseeable future
The main driver for the harmonization of WLTP is to deliver a Regulation suitable for IWVTA The basic idea is that we restrict the scope of “R-WLTP” to M1 vehicles up to RW 2610 kg (and 2840 kg by extension). This would mean that some M1 vehicles which are currently light duty in Japan would be excluded but would avoid forcing the EU to accept vehicles which are out of their scope (a scope change needs approval of EU Parliament). It however removes the concerns for categories M2, N1 and N2 R scope could then be a copy of the scope of EU-WLTP – i.e. the same scope as UNR83 07 series Update from Task Force Meeting 7th –Aug-2019 L1a – same scope as EU-WLTP L1b – same scope as GTR15 Level 2. M1 vehicles only – up to a maximum ref mass of 2,840kg
