2 What’s Happening in Lansing
Legislative Break - Unfinished Budgets No Fault Reform Accomplished Road Funding Primary Focus Elections and Leadership Senate Chamber being upgraded so they have to share with the House for the summer. Governor not happy without a budget and road funding. Calendar says only 9 days off but there has been no attendance or voting for a few weeks. Rumor has it they will come back and finish budgets and road funding still in July but that is quickly running out. Lower and Afendoulis likely running in a crowded primary for Justin Amash Seat – Amash as an independent Wentworth for Speaker next year unless the House flips to Dem control. Clare, Gladwin, Arenac and part of Osceola – former military and law enforcement. Serves on Ways and Means Rep. John Hodaley from Kalamazoo to challenge Fred Upton for Congress macdc.us

3 MACDC Bill Tracking – SB 185 Maintenance Limit
Introduced by Senator Jim Stamas (R- Midland) 2nd term Senator; Chair, House Appropriations Committee Prohibits maintenance assessments on freeholders who are concurrently paying another maintenance assessment. County board emergency override option. Senate Local Government committee macdc.us

SB 194, Senator Pete Lucido (R-Macomb) 1st term Senator; Chair, Senate Judiciary Permissive water quality alliance between 2 or more municipalities to monitor water quality. Identify contamination, provide data to governmental agencies, and implement public notification system for combined sewer overflow potential. Senate Environmental Quality committee macdc.us

HB 4691, Rep. Michael Webber (R-Oakland) 3rd term Representative; Chair, House Regulatory Reform Allows a city, village, township or county to create a stormwater utility Requires a stormwater management plan, including duration, fee allocation, and methods for handing runoff. 6 MACDC Bill Tracking – HB 4892 Basement back up liability
HB 4692, Rep. Alex Garza (D-Wayne) No system defect if the system was constructed in accordance with standards in place during the time of construction. Exempts overflow or backup liability on the government agency if rain exceeds 1.7 inches or more with a any 1 hour or 3.3 inches or more in a continuous 24 hour period.
