2 ESSNet WP 4 “Identification of re-usable services and analysis of requirements” (planned delivery ) Report: Initial list of services that are candidates for re-use in ESS. The document shall contain an initial cost/benefit analysis of re-use for each of those services. (Planned Delivery: Dec 2016). Report: Analysis of functional and technical requirements of 1 selected service candidate in more (at least 3) ESS Members. The document shall contain a complete list of requirements with their priorities and evaluate the similarities and differences of requirements among the ESS Members. (Planned Delivery: Dec 2017).

How to foresee/estimate reuse? NSI and international level The role of investment planning? NSI and international level, How to measure cost and benefit and consider these in different countries? Prioritisation factors for service reusability? The services should have the appropriate level of granularity. A formal definition for "what is a service".
