The California Hydrogen Business Council (CHBC) is comprised of over 100 companies, agencies and individuals involved in the business of hydrogen. Our mission is to advance the commercialization of hydrogen in the energy sector, including transportation, goods movement, and stationary power systems to reduce emissions and dependence on oil in California. CHBC Activities: Advocacy (Four Initiatives) Communications & Business Expansion Goods Movement, Heavy-Duty Transportation, and Clean Ports Hydrogen Energy Storage and Renewable Hydrogen Public Transport Infrastructure & Vehicle Deployment

5 California Policy Overview: The Clean Energy Pioneer
AB 32 – California Global Warming Solutions Act of 2006 Reduce GHG emissions to 1990 levels by 2020 80% reduction from 1990 levels by 2050 Established the Cap-and-Trade Program AB 8 – Alternative Fuel and Vehicle Technologies (2013) Funds 100 hydrogen fueling infrastructure for transportation, 33% of the fuel coming from renewable sources (SB1505) SB 32 – California Global Warming Solutions Act (2016) Expands upon AB 32 with reducing GHG emissions to 40% below the 1990 levels by 2030 SB 100 – California Renewables Portfolio Standard Program (2018) Requires all retail electricity be carbon-free by 2045 SB 1369 – Green Electrolytic Hydrogen (2018) CHBC Member-led Defines green electrolytic hydrogen Requires regulatory agencies to consider green electrolytic hydrogen an eligible form of energy storage Explore other potential uses for green electrolytic hydrogen Also SB 100 Executive Order by Governor Brown, Fall of 2018 for carbon neutral electric grid by 2025 Global CO2 emission and local NOx, SOx, and particulate matter emissions reduction foci Individual market sector regulation is addressed on another slide

6 California Policy Overview: Emissions Reduction
Policies and regulation to enable a transition to clean and zero emission energy technologies. Incentive programs to spur development and deployment of advanced clean energy solutions, including hydrogen and fuel cells. Significant action and project development across all energy and transportation sectors, including investment in RD&D. Creation of jobs in the clean energy sector. California’s energy regulation and interest in hydrogen is heavily driven by emissions reduction.
